REQUEST SUMMARYThe City of Arlington is issuing a Request for Qualifications to consulting engineering firms with experience in utility design and pavement preservation design services for the preparation of engineering design plans, specifications, cost estimates, and construction bid documents for water main replacement and pavement preservation for the years of 2024 and 2025.BACKGROUNDThe City of Arlington operates and maintains over 100 miles of water main consisting primarily of ductile iron (DI) with some remaining asbestos cement (AC) water main. The City has an annual program to replace and upsize the older AC water main with newer DI water main in accordance with its Comprehensive Plans. This RFQ is for the qualifying firm to continue the program for AC replacement for the years of 2024 and 2025.In 2023 the City renewed the Transportation Benefit District (TBD) that provides funds via a 0.2% sales tax for the purpose of pavement preservation on roadways within the City as identified by the TBD Program. This roadway preservation is coupled with the utility replacement program to overlay roads that have completed utility replacements or are in need of preservation as determined by the Program and their condition rating.SCOPE OF WORKThe City will provide the Consultant with survey data for the area of water main replacement. Survey data for areas of roadway restoration will be provided by the City as needed and as agreed upon with the Consultant after award. The anticipated tasks for the project are summarized below:Preliminary Design Data Collection: Consultant team shall collect all necessary data and information for the successful completion of this project. Data may include, but not be limited to, existing site conditions, utility locations/conditions, adjacent property restoration needs, utility relocation coordination and determining ADA requirements. Survey data (topography and existing utilities) and GIS data will be provided by the City.Project Design and Specifications: Consultant team shall prepare preliminary and final engineering Plans and Specifications at the level of 30%, 90% and 100%. Consultant team shall prepare final bid document package by the Ad date outlined in the schedule. City staff shall review and provide comment after each level of effort.
