City of ArlingtonRequest for Qualifications Architecture and Engineering Services for Commercial Kitchen Facility with Public Indoor and Outdoor SpaceAugust 2025The City of Arlington, WA is initiating a Request for Qualifications (RFP) from qualified firms to complete a design and site plan for a public building with commercial kitchen facility and public indoor event space, and public outdoor event space. Work includes completion of the civil design of the site, construction and bid documents for building and site, and construction cost estimate for project.The City of Arlington reserves the right to amend terms of this Request of Qualifications to circulate various addenda, or to withdraw the Request for Qualifications at any time.Project Description:The proposed facility will be located on Arlington Airport property at the northeast corner of 172nd Street and 51st Avenue/Airport Boulevard. The site is approximately 3 acres in size. The City of Arlington desires the proposed building to be a facility for a commercial kitchen and indoor public event space, approximate size of the building is 120 feet by 62 feet or less. The property will be developed as a public space, with food truck parking, outdoor seating, airport observation area, landscape, stage, sidewalks and parking.The design firm must work with the City’s team on all aspects of the design.Contract Term: Approximately October 2025 – June, 2026Design Budget: Consultant Team shall prepare an estimate of probable costs for the construction design of the building and probable costs for the site design. The contract shall be on a Cost-Plus Fixed Fee basis.Qualifications:This RFP is only open to those qualified firms and individuals who satisfy the requirements stated herein and who are licensed and available to do business in Washington State. The successful firm will provide the City with 3-dimensional graphic designs of the proposed sitedevelopment, civil engineering design in AutoCAD format, and an engineers estimated cost of construction for the proposed project.The City RFQ evaluation team will score and rank RFQs based on the following criteria:• Key Personnel: Scoring will look at firms qualifications and availability of staff assigned to this project. Consideration will be given to specialized project experience or technical competence relating to the project, and familiarity with work in the north Snohomish County area. Demonstrate the ability to provide the proposed staff for the full duration of this project and that continuity will be maintained.• Project Approach and Schedule: Consultant shall demonstrate a full understanding of the City’s concerns, goals and objectives with this very important project; and how the consultant’s team will meet these goals in a “Consultant defined” timeline.• Experience with Similar Projects Utilizing State Funding: Scoring will evaluate consultant’s team experience with projects of similar complexity and function. Also included in the evaluation will be past experience with similar state funded projects.• Process and Quality Control Methods: Demonstrated ability of the consultant especially the to perform high quality work, to control costs and to meet schedules. Familiarity of Relevant Codes and Standards: Demonstrated understanding of relevant codes (Arlington, FHWA, AASHTO) and ability to coordinate projects with jurisdictional agencies and multidisciplinary projects.Written proposals will be reviewed and evaluated by an Evaluation Committee.Special Requirements:• The entire submittal package, excluding front and back cover sheets, shall not exceed twenty (20) double-sided pages.
