Description
City of Bainbridge Island Owner’s Representative Services – Construction of Police and Municipal Court BuildingThe City of Bainbridge Island is soliciting qualifications from consulting firms with backgrounds and experience in providing owner’s representative services for the construction of the City’s upcoming Police and Municipal Court Building project. The project scope includes the renovation of the 8804 Madison Avenue building on Bainbridge Island, which is owned by the City, from a former medical facility to a combined police and municipal court facility.The City anticipates that the Police and Municipal Court Building project will be advertised for construction in early March and awarded in April. Construction is expected to start in late spring 2022, with occupancy planned for the late fall 2023. More information on the project can be found on the City’s project page. (https://www.bainbridgewa.gov/528/Police-Station-and-Municipal-Court-Build) The City envisions the services the selected consulting firm will be expected to provide will include, but not be limited to, the following:Manage the City’s construction contract, and provide a cohesive and streamlined relationship and enhanced communication between the project designers, the construction contractor and the city to ensure successful delivery of the project on time and on budget;Provide technical guidance and insightful guidance to all of the project’s team members regarding the execution of the project, and any conflicts that may arise during construction;Protect the City’s investment through every stage of the construction project and keep the City informed on the project status;Provide on-site oversight of the project while it’s under construction at a time interval that is determined meets the City’s needs (daily to multiple days weekly through the length of the project);Provide basic, day-to-day construction and project management services including but not limited to routing and tracking requests for information; processing pay requests invoices; processing change orders; tracking the project budget; maintaining as-builts; completing daily reports; providing and coordinating inspections, etc.;Assist the City with tasks and coordination related to moving the Police and Municipal Court staff and equipment to the new location;Oversee the selection, procurement and installation of furniture, fixtures and equipment;Manage contract services with the project architect, including reviewing billings and processing invoices, and procuring and managing other professional service contracts; Provide weekly written project updates, and participate in and coordinate various forms of written and video communication as part of a community outreach plan; and,Perform other project duties as needed and assigned.

Submission Requirements
Interested consultants must submit an electronic copy of the response to the RFQ. The City will become owner of all submitted materials and will not pay any costs related to any responses to the RFQ. All consultants must demonstrate compliance with the City’s insurance requirements at the time of contract approval and obtain a City Business License.

Requirements for Qualifications Responses (as applicable) Identify the person or persons proposed to be involved with the project, including any technical partners and describe their respective roles, including: Information regarding each member’s experience and qualifications; Resume of key team members; and, Description of how the team will be organized and led. Describe the consultant’s relevant experience with similar projects. Evaluation CriteriaEvaluation of RFP responses will be based upon the following: Success in implementing similar projects; Qualifications and availability of project team members, including references; and, Demonstrated understanding of the project and client needs.

The City does not yet have a defined budget for these services. Consultant scope and fees will be negotiated as part of the proposal development and negotiation process.
