City of Bainbridge Island Waste Management EvaluationRequests for ProposalsThe City of Bainbridge Island is soliciting proposals from consulting firms with backgrounds and experience in evaluating and developing recommendations related to the City’s waste management practices. The community is currently served by Bainbridge Disposal, a locally owned waste management and recycling company, regulated by the Washington Utility and Transportation Commission. The City of Bainbridge Island does not have a local franchise agreement, and the City is considering exploring whether greater local control will improve landfill diversion, reduce organic waste, improve recycling, improve the range and type of service, and develop a solution for the placement of trash receptacles along narrow public rights of way. The City is seeking an evaluation of its current approach and an alternative approach to the management of solid waste. Solid Waste is defined as household and commercial garbage, recycling, yard and organic waste, construction debris, and any and all bulky waste items such as appliances, furniture, and metal. This evaluation should include: whether the city should require mandatory solid waste, recycling and organic waste service; how to increase the City’s landfill diversion; how local control can help accomplish Climate Action Plan goals and minimize greenhouse gas emissions; preparation for the future of waste collection and treatment, including any forthcoming related legislation and/or new regulations; an evaluation of rates and costs; and, the potential for the development of a City-sponsored bio-digester that would require dedicated organic waste streams. The City envisions that this evaluation would include, but not be limited to, the following areas of focus: What are the benefits of local control of solid waste?What is the characterization of the City of Bainbridge Island waste stream and what steps via local control can the City take to reduce waste and increase landfill diversion?What are the City’s options for the most efficient and effective method of contracting and providing waste management services?What service enhancements may be provided via local control?Evaluate the impediments and/or opportunities that narrow streets and roads present to Solid Waste Services.Compare and evaluate costs of current and future service. Identify opportunities to conserve money and resources.What opportunities are presented by recent Washington State legislation addressing Organic Waste.How should the City provide public engagement and education?Provide solutions to congregated trash receptacles.Requirements for Qualifications Responses (as applicable)Identify the person or persons proposed to be involved with the project, including any technical partners and describe their respective roles, including:Information regarding each member’s experience and qualifications;Resume of key team members; and,Description of how the team will be organized and led.Describe the consultant’s relevant experience with similar projects.Experience with public engagement. Evaluation CriteriaEvaluation of RFP responses will be based upon the following:Success in implementing similar projects;Qualifications and availability of project team members, including references; and,Demonstrated understanding of the project and client needs.General Provisions and ConditionsThe City reserves the right to:Reject any and all responses;Waive minor irregularities in a response;Cancel, revise, or extend this solicitation; Request additional information on any response beyond that required by this RFP;Have the final decision on the selection; and,Modify the timeline and issue addenda to this document.ScheduleThis project is scheduled to start in August 2022 and continue through the end of the year.
