City of Bainbridge Island – Request for Qualifications (RFQ)Building Resilient Infrastructure and Communities (BRIC) Grant SupportThe City of Bainbridge Island (City) is soliciting qualifications from consulting firms for support preparing grant applications and supporting materials for the FEMA BRIC grant program.Consulting firms responding to the RFQ should have experience with the FEMA BRIC grant program including, but not limited to, the following: Making recommendations on the eligibility and prioritization of projects;Preparing and submitting grant applications and supporting materials, including grant specific cost-benefit analysis calculations;Understanding of the grant program technical and qualitative evaluation criteria; Demonstrated experience with the BRIC program, including examples of successfully prepared and funded applications from previous grant cycles; and,The ability to meet the 2022 grant timelines, which require applications to be submitted by November 11, 2022.Requirements for Qualifications Responses (as applicable)Identify each person involved with the project including any technical partners and describe their respective roles, including:Information regarding each member’s experience and qualifications.Resume of key team members.Description of how the team will be organized and led.Identify the project lead and their relationship to other members of the team.Describe the entity’s relevant experience with similar projects. Provide client references for relevant projects.Evaluation CriteriaEvaluation of RFQ responses will be based upon the following:Success in developing similar projects.Quality of representative projects and experience.Qualifications of project team and key project managers, including references.General Provisions and ConditionsThe City reserves the right to:Reject any and all responses.Waive minor irregularities in a response.Cancel, revise, or extend this solicitation.Request additional information on any response beyond that required by this RFQ.Have the final decision on the selection.Modify the timeline and to issue addenda to this document.ScheduleThis project is scheduled to start in October 2022 and be completed by the grant application deadline of November 11, 2022Qualifications DueInterviews (if desired by the City)Firm selection and proposal developmentContract ExecutedFriday, September 30, 2022Week of October 3, 2022Week of October 3, 2022Week of October 10, 2022If you are interested in pursuing this project, we invite you to submit qualifications.BudgetThe project budget will be based on a project scope negotiated after the selection of the consultant.Submission RequirementsInterested entities must submit an electronic copy of the response to the RFQ.
