City of Bainbridge Island Sustainable Transportation Plan Implementation StrategyRequest for Qualifications (RFQ)The City of Bainbridge Island is soliciting qualifications from consulting firms with backgrounds and experience in multi-modal transportation planning and design, in support of the development of an implementation strategy for the city’s Sustainable Transportation Plan.BackgroundThe Bainbridge Island City Council adopted Scenario #2 of the Sustainable Transportation Plan (https://www.bainbridgewa.gov/1155/Sustainable-Transportation-Planning-Stud) in the spring of 2022. Since that time, city staff have developed a work plan that responds to the actions identified in the Plan, however, additional support is needed to identify the sequencing, financing and prioritization that will further activate the plan and set reasonable expectations for the community.Summary of QualificationsThe city envisions that the selected consultant will have the qualifications to complete the following tasks prior to June 2023: Along with city staff support, review the Sustainable Transportation Plan recommendations, and develop at least two options for a prioritization framework of project and programmatic actions that will further activate the plan. Along with city staff support, and together with Task 1, review and evaluate potential funding and financing strategies that could support the plan actions. Along with city staff support, effectively communicate and engage with a community stakeholder group, the broader public, and the City Council (up to 2 stakeholder meetings (virtual), 1 larger community engagement meeting or other engagement opportunity, up to 2 City Council meetings (virtual). Document the final strategy in a form accessible to the public (Power Point or graphical PDF). Requirements for Qualifications Responses (as applicable)Identify the person or persons proposed to be involved with the project, including any technical partners and describe their respective roles, including: Information regarding each member’s experience and qualifications;Resume of key team members; Description of how the team will be organized and led; and,Description of the consultant’s relevant experience with similar projects. Evaluation CriteriaEvaluation of RFQ responses will be based upon the following:Success in implementing similar projects;Qualifications and availability of project team members, including references; and,Demonstrated understanding of the project and client needs.General Provisions and ConditionsThe City reserves the right to:Reject any and all responses;Waive minor irregularities in a response;Cancel, revise, or extend this solicitation; Request additional information on any response beyond that required by this RFQ;Have the final decision on the selection; and,Modify the timeline and issue addenda to this document.Schedule This project is scheduled to start in January 2023 and continue through mid-2023.Qualifications DueTuesday, December 13, 2022Interviews (if necessary)December 16, 2022Consultant Selected Week of December 19, 2022Contract Executed Early January 2023 If you are interested in pursuing this project, we invite you to submit qualifications.BudgetThe city has identified a budget of approximately $40,000 for this work.Submission RequirementsInterested consultants must submit an electronic copy of the response to the RFQ.
