City of Bainbridge Island Groundwater Management PlanThe City of Bainbridge Island (City) is soliciting qualifications from consulting firms with experience developing a Groundwater Management Plan or similar synthesis report on groundwater conditions, including groundwater modeling, generally in accordance with the Washington State Administrative Code Section 173-100 (https://app.leg.wa.gov/wac/default.aspx?cite=173-100). BackgroundThe City started developing a Groundwater Management Plan (https://www.bainbridgewa.gov/1320/Groundwater-Management-Plan) in the summer of 2021 with an on-staff hydrogeologist. The staff person leading the Plan left the organization in the fall of 2022, and the City is now seeking a consultant to complete the Plan, including advancing the groundwater modeling work that is started but not yet complete.In 2021, the City Council authorized the following goals and objectives for the Citys Groundwater Management Plan: The City of Bainbridge Island (COBI) groundwater has been designated as a sole source aquifer by the US Environment Protection Agency (USEPA). This designation recognizes that there is no other practical or affordable water supply source for the island.There is a wealth of information and knowledge regarding groundwater system underlying Bainbridge Island and the surrounding area. This includes studies completed by the US Geological Survey (USGS), Washington State Department of Ecology, Washington State Department of Natural Resources, USEPA, Aspect Consulting and groundwater monitoring data collected by COBI and Kitsap Public Utility District (KPUD). There are also other relevant regional GWMPs that could be referenced for this project, including those completed for Kitsap County, Vashon Island, and South King County. Scope of Work OutlineThe City envisions that the chosen consultant team will have the qualifications and experience to perform the following general scope of work: The City has completed a Groundwater Management Plan Area Characterization. The consultant should become familiarized with the characterization, and the available supporting documentation, and make recommendations to the City for finalizing this section of the Plan. The City has started the Knowledge and Data Gaps section of the Groundwater Management Plan. The consultant should become familiarized with the available data and make recommendations to the City for finalizing this section of the Plan. The City has started developing a groundwater model with a consultant and anticipates that at least one successful model run will be completed by the time the chosen consultant is selected for this work. With support from the City, and the Citys current modeling consultant, the selected consultant should be able to pick up the modeling work from its current status and continue modeling additional scenarios or other direction as recommended to aid in the development of the final sections of the Groundwater Management Plan. The consultant should be able to complete the remaining sections of the Groundwater Management Plan, which are envisioned to be Problem Definition- Water Quality and Quantity Issues, Land and Water Management Strategies, Recommendations, and Action Plan. The consultant should be prepared to complete the Groundwater Management Plan in coordination with city staff, with input from the citys Groundwater Management Sub-Committee (community-based, city committee), the citys Groundwater Technical Advisory Committee (regional and agency partners), the City Council, stakeholder input, and the general public. At least one broad public engagement meeting and/or several community conversation engagement meetings are envisioned prior to the completion of the final Plan. The consultant should have experience with preparing both a technical appendix and a general audience version of the Plan, with the latter being visually/graphically oriented for publication on the citys website. The City envisions that the Plan will be completed between 18 and 24 months from the contract start date.Requirements for Qualifications Responses (as applicable)Identify each person involved with the project including any technical partners and describe their respective roles, including:Information regarding each member’s experience and qualifications.Resume of key team members.Description of how the team will be organized and led.Identify the project lead and their relationship to other members of the team.Describe the entitys relevant experience with similar projects.
