All bid proposals must be on the form provided and must be accompanied by a bid proposal deposit in cashier’s check, postal money order, or surety bond, on the form provided, in an amount equal to five percent (5%) of the amount of the bid proposal. The amount of the surety bond may be stated either as a dollar amount or as a percentage of the bid proposal.
