City of Bainbridge Island - Requests for Qualifications Fletcher Bay Road (Springbrook Creek) Fish Passage Design ServicesThe City of Bainbridge Island (city) is soliciting qualifications from consulting firms with experience in designing and permitting culvert replacements with fish passage and stream channel restoration.BackgroundThe City of Bainbridge Island is seeking to develop preliminary & final designs to replace the Fletcher Bay Rd NE culvert on Springbrook Creek with a bridge and restore over 400' of stream channel (including the section of creek that is currently confined within the culvert). The crossing under Fletcher Bay Road NE is a partial fish barrier that includes a series of concrete weirs and bank armoring upstream and downstream of the undersized (5 ft. wide x 100 ft. long) steel culvert. Restoration of fish passage and in-stream habitat conditions at this location is the highest-priority restoration project in the watershed. NE serves as the sole access road to the Springridge neighborhood and the residents from Fletcher Bay south to Gazzam Lake Nature Preserve, about 250 households. Project GoalsThe project goal is to develop preliminary and final designs and complete permitting for a stream restoration project that will:Restore fish passage; Restore in-stream habitat conditions low in the Springbrook Creek watershed to benefit fish populations (Puget Sound steelhead, coho, chum, and cutthroat trout,) and may also benefit non-natal juvenile Chinook salmon rearing in Fletcher Bay. and improve the capacity of the stream to accommodate hydrologic changes associated with climate change, including the following: Increase stream complexity, including increased pool frequency and depth; Allow the creek to access its floodplain at lower flood stages; Provide flood refugia;Provide more slow velocity habitat; Increase stream shade;Decrease erosion, increase infiltration and available nutrients with the removal of invasive species and restoration of the riparian corridor; and, Bridge Springbrook Creek on Fletcher Bay Rd with a structure that meets municipal guidelines, and with a staging strategy that provides local residents access to the island throughout construction.Phased ScopeThe city is anticipating that the complete scope of work for this project will be completed in two phases: a 30% design phase, and a final design phase. The scope of work for this RFQ is a majority of the 30% design phase. The proposed scope of work for this phase includes, but is not limited to, the following: Topographic (field) survey;Right-of-way identification and acquisition process;Cultural resources review and report;Geotechnical investigation;30% design plans (including, but not limited to hydraulic modeling and scour analysis, sediment transport analysis and traffic control considerations);Permit preparation and submittal; and,Community engagement support. The city is anticipating partnerships – independent from this contract - with regional and local non-profit partners, including Mid-Sound Fisheries, Wild Fish Conservancy, and the Bainbridge Island Land Trust.The city anticipates completing this initial phase of the work in approximately 12 months or sooner, with the second phase dependent upon funding availability.Requirements for Qualifications Responses (as applicable)Identify each person involved with the project including any technical partners and describe their respective roles, including:Information regarding each member’s experience and qualifications.Resume of key team members.Description of how the team will be organized and led.Identify the project lead and their relationship to other members of the team.Describe the entity’s relevant experience with similar projects.
