Interested entities may submit an electronic copy of the response to the RFQ under the subject “Affordable Housing Economic Analysis and Implementation Transaction Services RFQ” to lshear@bainbridgewa.gov (). The maximum file size allowed is 75 MB. The City will become owner of all submitted materials and will not pay any costs related to any responses to the RFQ. All consultants must demonstrate compliance with the City’s insurance requirements at the time of contract approval and obtain a City Business License.

Request for Qualifications (RFQ) Affordable Housing Economic Analysis and Implementation Transaction Services The City of Bainbridge Island is seeking qualified professionals to submit Statements of Qualifications for affordable housing economic analysis and implementation transaction services.Background The City of Bainbridge Island is located in the State of Washington, on ancestral territory of the suq `?abs? “People of Clear Salt Water” (Suquamish People). Bainbridge Island has an area of 26 square miles, with 52 miles of shoreline, dense forests, mostly suburban development patterns, and an estimated population of 25,000. The entire Island is incorporated as one city. The City Council identified affordable housing as a City priority, and we are looking for fresh ideas and enthusiastic expertise to support affordable housing efforts on the Island. An overview of the qualifications sought is provided below:Consultants (individuals or firms) should have demonstrated experience working with the financial, deal structuring, building, developer selection, transaction negotiation, and operational aspects of affordable housing, especially public/privateConsultant can provide guidance on the practical and financial realities of various affordable housing projectsConsultant will be capable of performing financial and practicable feasibility assessments for any or all of these affordable housing scenarios: senior living, low-income working, and multi-familyConsultant to provide their expertise in identifying all possible sources for gap funding for all types of affordable housingConsultant can identify and optimize affordable housing design/funding incentives from a variety of factors (e.g. proximity to public transportation, community services and amenities, municipal code modifications, etc.)Desirable Qualifications The ideal consultant(s) will have experience and demonstrated success in the following areas:Able to meet with City staff virtually, but also able to meet with staff at City Hall and/or other locations on Bainbridge IslandAbility to meet deadlinesFlexibility (deadlines, project information and City Council agendas can change often)Fresh perspectiveAttention to detailsReal estate and/or finance background highly desirableSubmittal Content A Statement of Qualifications (SOQ) for the Affordable Housing Economic Analysis and Implementation Transaction Services RFQ should include the following:Resume of the professional(s) who would perform the workThree referencesOne-to-three examples of affordable housing work done in the State of WashingtonEvaluation Criteria Evaluation of RFQ responses will be based upon the following:Success in developing similar projectsQuality of representative projects and experienceQualifications of project team and key project managers (as applicable), including referencesGeneral Provisions and Conditions The City reserves the right to:Reject any and all responsesWaive minor irregularities in a responseCancel, revise, or extend this solicitationRequest additional information on any response beyond that required by this RFQHave the final decision on the selectionModify the timeline and to issue addenda to this documentSubmission RequirementsInterested entities may submit an electronic copy of the response to the RFQ under the subject “Affordable Housing Economic Analysis and Implementation Transaction Services RFQ” to lshear@bainbridgewa.gov ().
