City of Bainbridge IslandRequests for QualificationsThe City of Bainbridge Island - Department of Public Works is requesting Statements of Qualifications (SOQ) for qualified consultants to assess the condition of the City’s existing roadways in support of the City’s Pavement Management Plan (PMP). Submittals are due by April 26,2023 – 2:00 PM, Pacific Standard Time.For more information and to view full Request for Qualifications, please visit:http://www.bainbridgewa.gov/bids.aspxBackgroundThe City maintains approximately 140 centerline miles of city maintained asphalt and concrete roadways alike. This approximately 1.9 million square yards of pavement surfacing is predominantly asphalt. The City completed a comprehensive pavement condition assessment in 2020 and conducts various roadway maintenance, repair and rehabilitation projects on an annual basis. Annual roadway repair includes chipseal, grind/ pulverize and repave, patching, and full/partial-depth/reconstruction. A comprehensive survey of the City’s roadway network is necessary in order to provide updated information related to pavement condition and to support the future planning and prioritization of roadway projects.Scope of WorkThe City is soliciting qualifications from consultants to perform pavement condition assessments and analysis throughout the City. All data collected will be used by City staff to identify, plan, and prioritize future projects for the maintenance, repair, preservation, and rehabilitation of roadway facilities. The scope of work will generally consist of three phases, Data Collection, Condition Assessment, and 5-year Pavement Management Summary/Plan Development. It is anticipated that the data collection, condition assessment work for pavement, and Pavement Management Study will be completed in 2023. Data Collection The survey necessary to assess the condition of the City’s roadways shall be completed through the use of a Laser Road Surface Tester (RST), with accompanying video imaging. The RST shall conduct an objective assessment using industry standard pavement distress protocols such as those found in ASTM D6433-11. The equipment and methods used for the survey and data collection must be repeatable and be conducted in conditions (dry pavement, adequate lighting) that support the collection of quality data. The scope of the pavement survey will consist of gathering data and assessing the pavement condition of all arterials, collectors and local public roads in the City’s existing roadway network. State routes will not be included in the scope of the pavement survey. For arterials and collectors, data collection shall be performed in both directions. For residential streets, data collection may be performed in a single direction. Prior to initiating the pavement condition survey, the City will provide information displaying roadway segment information, either as GIS shapefiles or in Excel format. The consultant will work with City staff to review these roadway segments, including the identification of any irregularities or inconsistencies in the shapefiles as compared to the physical roadway network. In addition, midblock segmentation shall occur at large pavement condition changes by the consultant and with input from the City staff. Data collection for roadways shall be conducted in a manner that is coordinated with the roadway segments provided by the City. This aspect of the work is important to ensure that the data collected through the pavement condition survey can be easily integrated into the City’s existing GIS system. Condition Assessment Based on the data collected through the Laser RST, video imaging, and visual inspection, each roadway segment shall be assessed for pavement distress, including the type (ex. alligator cracking, raveling, etc.) and severity, in order to develop a Pavement Condition Index (PCI) indicator for each roadway segment. The PCI indicators should be assigned to each roadway segment in a manner that allows for integration with the City’s existing GIS system. Additionally midblock segmentation shall occur at large pavement condition changes. The development of a PCI indicator for each roadway segment shall be completed in accordance with the American Society of Testing Materials (ASTM) D6433 “Standard Practice for Roads and Parking Lots Pavement Condition Index Surveys”. Deflection testing shall be done on all Arterials and Collectors depending on available funding.Lidar shall be done on roads specified by the City Engineer and dependent upon cost and available funds. Pavement Management Summary The information and imagery collected and developed as part of the roadway survey, and condition assessment shall be compiled and delivered to the City, as a hard copy report, a GIS geodatabase, and a workable excel file to utilize for a 5-year plan. A program such as PAVER, Street Saver, Easy Street Analysis or equivalent that can be imported into excel for city use shall be utilized. The hard copy report should describe the methods used to complete the survey and condition assessment, along with the associated results and a 5 year plan with exhibits for the 5 year plan. The geodatabase should be referenced to the roadway segments provided by the City and include the PCI indicator assigned to each roadway segment, along with any other information collected as part of the roadway survey, including but not limited to, the presence or absence of pavement distress, details on any distress that is present, pavement type, number of lanes, slope, roughness, width, and length of segment. In addition, midblock segmentation shall occur at large pavement condition changes by the consultant. Finally, the consultant will prepare a Pavement Management Summary (PMS) that is capable of modeling the condition and performance of the City’s roads, recommending various available maintenance, rehabilitation, and reconstruction (MR&R) strategies and projecting the funding levels to support these activities. Examples of MR&R strategies to be assessed as part of the PMS include, but are not limited to- crack sealing, chip sealing (minimum double chip), patching, overlays, and roadway reconstruction. Analysis of MR&R strategies and the associated funding needs should be based on the PCI indicators, and other roadway information collected during the Data Collection and Condition Assessment phases. The format of the PMS can be determined by the consultant but must have functionality that allows for the development of localized pavement performance curves and be able to estimate the cost associated with the various MR&R strategies that are assessed and/or recommended as part of the PMS. A program such as PAVER, Street Saver, Easy Street Analysis or equivalent that can be imported into excel for city use shall be utilized. Delivery of the PMS must support the City’s overall PMP by identifying a roadway improvement plan for a given planning period that includes projects that are prioritized based on the optimal use of available funding resources. Thus, it is import that the PMS proposed by the consultant is accessible and offers ease of access for future use by City staff in response to changing conditions, such as available funding resources.
