The City of Bainbridge Island is requesting proposals from qualified consultants to conduct an updated study on 100% cost recovery permit fee rates and on permit processing codes and review timeframes. This study will build substantially on a November 2021 Fee Study, which updated permit fees for building and development permits for the first time in over 15 years. Updating that study as well as identifying and recommending improvements in permit processing times will be the focus of this project. The City will use this study to inform how it will set permit fees and comply with a new state mandate on permit review times, SB5290 (https://apps.leg.wa.gov/billsummary?year=2022&billnumber=5290).
