Description
Request for Qualifications City of Bainbridge Island Design and Construction Standards and Specifications Update The City of Bainbridge Island is soliciting qualifications from utility planning and engineering firms to support a comprehensive update to the City's Design and Construction Standards and Specifications. These standards establish the character, materials, products, process and procedure for improvements installed within the City's rights of way or within the City's maintenance responsibilities throughout the jurisdiction. They consist of 10 technical design chapters and 70+ standard drawings/details. The City anticipates this body of work will include, at a minimum, the following: Evaluation of existing Standards technical chapters to identify gaps, inconsistencies and opportunities for improvements in clarity and content. Revise and reorganize the technical chapters in conjunction with input from City staff. Evaluation of existing standard drawings to identify revisions to both content and format. Using COBI CAD standards, create AutoCAD drawings for each detail, a standard title block, and a modifiable drawing template for future use by COBI staff. Convert/standardize the existing drawing set with potential additions and deletions to the sheet set based on input from City staff, either utilizing existing standard details from other jurisdictions modified as necessary for Bainbridge Island or else creating new ones.Provide procedure and process to allow future revisions and updates to the technical text and drawing set. A final production of the City's Design and Construction Standards and Specifications in both a searchable PDF format and an HTML format compatible with the City's website.The City expects this to be a collaborative effort and hopes to take advantage of consultant capacities in technical writing, AutoCAD drafting, and experience across multiple jurisdictions with similar documents in order to incorporate best practices in areas that most jurisdictions have in common. Requirements for Qualifications Responses (as applicable) Identify the person or persons proposed to be involved with the project, including any technical partners and describe their respective roles, including: a. Information regarding each member's experience and qualifications; b. Resume of key team members; c. Description of how the team will be organized and led; and, d. Description of the consultant's relevant experience with similar projects. Evaluation Criteria Evaluation of RFQ responses will be based upon the following: • Success in implementing similar projects; • Qualifications and availability of project team members, including references; and, • Demonstrated understanding of the project and client needs. General Provisions and Conditions The City reserves the right to: • Reject any and all responses; • Waive minor irregularities in a response; • Cancel, revise, or extend this solicitation; • Request additional information on any response beyond that required by this RFQ; • Have the final decision on the selection; and, • Modify the timeline and issue addenda to this document. Schedule This project is scheduled to start in October 2024 and be completed by April 2025. Anticipated deadlines includeQualifications Due; Wednesday, August 21st, 2024 Consultant Selected: Week of September 16th, 2024 Contract Executed: Week of October 21st, 2024 If you are interested in pursuing this project, we invite you to submit a letter of qualifications. Budget The anticipated budget for this project is between $50,000 and $100,000. Submission Requirements Interested consultants must submit an electronic copy of their response to the RFQ. The City will become owner of all submitted materials and will not pay any costs related to any responses to the RFQ. All consultants must demonstrate compliance with the City's insurance requirements at the time of contract approval and obtain/possess a City Business License. The deadline for this RFQ is 4:00 PM, August 21st, Pacific Standard Time. Only emailed submissions will be accepted. Qualification packages are limited to 10 pages.
