NOTICE TO CONTRACTORSCity of Bainbridge Island - Public Works DepartmentBainbridge Island, WA 98110ADVERTISEMENT FOR BIDSSealed bids will be received by the City of Bainbridge Island for the EAGLE HARBOR DRIVE SAFETY IMPROVEMENTS & WYATT WAY BICYCLE AND PEDESTRIAN SAFETY IMPROVEMENTS PROJECT until 9:30 am, May 23, 2025, June 4, 2025,at the City Hall Finance Front Desk, 280 Madison Avenue N., Bainbridge Island, Washington, 98110 and will be opened and publicly read out loud at 10:00 am on May 23, 2025 June 4, 2025..All bid proposals must be on the form provided and must be accompanied by a bid surety in an amount equal to five percent (5%) of the amount of the bid proposal. A bid surety may be submitted as a cashier’s check, postal money order, or surety bond. (The amount of the surety bond may be stated either as a dollar amount or as a percentage of the bid proposal.) Should the successful bidder fail to enter into such contract and furnish satisfactory payment and performance bonds within the time stated in this Project Manual, then the bid proposal deposit shall be forfeited to the City of Bainbridge Island.Complete digital project bidding documents are available at www.questcdn.com (http://www.questcdn.com). The name and address of the bidder should also appear on the outside of the envelope. Faxed or electronic bids and/or surety bonds will not be accepted. After the date and hour set for the opening of bids, no bidder may withdraw its bid unless the award of the contract is delayed for a period exceeding 120 calendar days following the bid opening. All bidders agree to be bound by their bids until the expiration of the stated time period.PROJECT NAME: EAGLE HARBOR DRIVE SAFETY IMPROVEMENTS & WYATT WAY BICYCLE AND PEDESTRIAN SAFETY IMPROVEMENTS PROJECTSEALED BIDS DUE: 9:30 AM, May 23, 2025 June 4, 2025BID OPENING:10:00 AM, May 23, 2025 June 4, 2025 NATURE OF IMPROVEMENT: The Contractor shall provide all labor, materials, tools, equipment, transportation, supplies, and incidentals necessary for the following major elements:The Eagle Harbor Drive Safety Improvements portion of the project focuses on constructing bicycle facilities on both sides of Eagle Harbor Drive. These facilities will transition between a paved shoulder, a buffered bike lane, and a vertically protected bike lane. Additionally, the project will construct an approximately 200-foot bike lane extension in the vicinity of 6391 Eagle Harbor Drive. The Wyatt Way Bicycle and Pedestrian Safety Improvements portion of the project aims to enhance safety for non-motorized users. Key components of this project include: Widening the bike lane on the north side of the roadway, with some segments buffered and others protected. Installing a new pedestrian crossing east of Finch Road NE with a refuge island. Intersection improvements at Wyatt Way NW and Finch Road NE, including lighting and bike crossing striping. New shared-use path south of the roadway between Ashbury Court and the new crossing, and north of the roadway between the new crossing and Finch Road NE. Overall, the goal of these projects is to improve safety for non-motorized users along Eagle Harbor Drive and Wyatt Way. Key features include: Sidewalk infill, buffered bike lanes: Adding bike lanes on both sides of the road. Intersection safety improvements: Enhancing safety at intersections. Stormwater conveyance: Improving drainage systems.The City of Bainbridge Island reserves the right to reject any or all bids and to waive informalities in the bidding process. The contract will be awarded to the lowest responsible bidder. Bidders must meet the mandatory responsibility criteria required by RCW 39.04.350 and any supplemental criteria described in the Contract Documents.
