MADISON AVENUE SIDEWALKS RFQ The City of Bainbridge Island is soliciting detailed statements of qualifications from consultant firms with experience in street, sidewalk, and utility design for improvements related to the Madison Avenue Sidewalks project. Project Description The work to be performed by the consultant consists of preparing engineering plans, specifications, and cost estimates for improvements to the Madison Avenue sidewalks, located between Wyatt Way and High School Rd. The project includes reconstruction and widening of sidewalks on the east side of Madison Avenue including ADA accessible ramps, as well as the retrofit of sidewalks on the west side for ADA compliance, and may also include separated bike facilities on both sides of the road extending to Winslow Way to the south and SR305 to the north. Design elements could include road reconstruction, concrete curb and gutter, sidewalks, pedestrian ramps, driveway ramps, planter strips, bicycle lanes, water and sewer improvements, landscaping, and relocation of catch basins, storm water laterals, and other related work. The consultant will also be responsible for acquiring physical survey data. A Federal Aid Grant has been awarded for construction funds. The City of Bainbridge Island reserves the right to retain the services of the successful firm(s) for subsequent construction engineering, construction administration, construction inspection and materials testing phases associated with this project. Requirements for Qualifications Responses Identify each person involved with the project team including technical partners, and briefly describe their respective roles, including: Information regarding the team member’s experience and qualifications. Resume of key team members. Description of how the team will be organized and led. Identify the project lead and their relationship to other members of the team. Describe the consultant’s relevant project experience with similar projects. Projects described must illustrate the consultant’s experience with preparing strategies and plans similar in scope to the proposed project. Evaluation Criteria Evaluation of RFQ responses will be based upon the following: Success in developing similar projects Quality of representative projects Qualifications of project team and key project managers References General Provisions and Conditions The City reserves the right to: Reject any and all responses. Waive minor irregularities in a response. Cancel, revise, or extend this solicitation. Request additional information on any response beyond that required by this RFQ. Have the final decision on the selection. Modify the timeline and to issue addenda to this document. Schedule This project is scheduled for construction in 2022. Accordingly, PS&E documents must be complete by November 1, 2021. The schedule for consultant selection and contract execution is shown below. The consultant should provide a schedule that shows completion of the project by November 1, 2021.
