Description

The City of Bothell is considering public safety ballot measure(s) for the November 2018 general election. Under consideration are both a Capital measure and a Maintenance & Operations levy. Details are under development. We are looking for a communications consultant who can 1) Help us engage and communicate with the community to determine measure(s) that will meet public safety needs of the City of Bothell and the community and 2) Inform the public with an objective and fair presentation of the facts during normal and regular conduct of the City of Bothell

Eligibility Criteria

Qualifications: Consultants applying must show demonstrated, proven track record including:• Demonstrated expertise in stakeholder engagement, potentially including research and management of focus groups, polling and other methods• Strategic communications experience advising local governments to internally prioritize needs in preparation for potential ballot measure(s)• Specific communications work with local governments for ballot measures• Preferred candidates will show demonstrated PDC-compliant work (and examples) on behalf of local governments for public safety measures

Suggested Scope of Work: The City of Bothell seeks itemized recommendations for a comprehensive communication program from qualified companies on a potential scope of work. All work must be performed within state law and PDC guidance. Work may include but not be limited to:• Stakeholder and community engagement, potentially including research and management of focus groups, polling and other methods• Strategic Communications Plan including a digital media element• Strategic guidance on formation and naming of ballot measures and as needed• Message development• Writing, editing and material development to include 1-time mailer, support materials for public meetings/open houses, additional development and editing responsive to deadlines• Attendance at meetings at the City of Bothell and/or by phone
