CITY OF GIG HARBOR PUBLIC WORKS - ENGINEERING DEPARTMENT REQUEST FOR QUALIFICATIONS (RFQ) Replacement of Sanitary Sewer Lift Station #6 Project City Project No. CSSP-1705 ISSUED: March 21, 2019 INTRODUCTION The City of Gig Harbor Public Works Department (City) is soliciting qualifications from engineering firms for the design and permitting of the complete replacement of the City’s sanitary sewer lift station #6 within its current location at the intersection of Ryan Street and Cascade Avenue. The design and permitting is funded with City funds. PROJECT DESCRIPTION The City is requesting consultant assistance from a qualified engineering firm, who will act as an extension of City staff, in completing the design associated with the complete replacement of the City’s sanitary sewer lift station #6. The design requires verification of available right-of-way and adjacent property boundary lines, and assistance with obtaining all necessary permitting and the preparation of complete bid-ready construction documents. Consultant duties will include: Perform field exploratory work and surveying of rights-of-way limits to confirm facility and associated amenities siting; Prepare a thirty percent level design with right-of-way plans, preliminary engineering plans, project cost estimate, and a list of necessary permits per current City of Gig Harbor Public Works Standards and municipal code; Assist in coordination with public outreach, and the City Council Public Works Committee and full City Council to obtain their concurrence on the proposed lift station design elements; Complete the permitting and preparation of plans, specifications, and estimate to bid-ready documents. Use specification templates furnished by the city based on Washington State Department of Transportation Standard Specifications. SUBMITTAL REQUIREMENTS Submittals shall be no more than ten (10) single-sided pages, including key project personnel background, proposed sub-consultants (if any) with qualifications, relevant project history, references, and other information as deemed necessary. Please include a cover letter, not to exceed one single sided page (not part of the 10-page limit) with no other attachments. Submittals should include the following information: Firm name, address, and phone number; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to work on the project. Submittals will not be accepted after the time and date listed above and late postmarks will not be accepted. SELECTION CRITERIA Submittals will be evaluated and ranked based on the following criteria: 1) Qualifications, understanding, and experience with project elements of personnel who will be assigned to the work on the project. 2) Demonstrated ability to facilitate and interact effectively with the Public, City Council and City staff and convey that information both orally and in writing. 3) Demonstrated understanding of right of way procurement in accordance with the WSDOT Local Agency Guidelines. 4) Any other criteria the City may deem pertinent in the review process. The City anticipates notification to short listed firms the week of April 8, 2019. Those firms may be asked to provide supplemental information for review. Follow-up interviews may be requested by the City. The terms and scope of the contract will be negotiated between the City and the most qualified consultant. If the City and consultant fail to reach an agreement, the City will commence negotiations with the next most qualified consultant. The successful Consultant will be required to enter into the City’s Standard Professional Services Contract whose terms are not modifiable. A sample Professional Services Contract is included with this document for reference. The cost of preparing responses to this solicitation shall be borne by the respondents and shall not be reimbursed by the City of Gig Harbor.
