Description
INTRODUCTION The City of Gig Harbor requests qualifications from experienced engineering and consulting firms to assist with the technical permitting process for the City’s small wireless facilities ordinance. A copy of the City’s ordinances are attached for reference and use. As part of these ordinances, the City reviews small wireless permit applications for technical feasibility. The successful firm would assist the City with the review of applications for technical feasibility. Payment for the firm to complete this review would made by the applicant based on invoices submitted to the City by the firm. The firm’s review and fees would be required and expected to compliant with the provisions of FCC Order 18-133 (“Order”) and specifically paragraphs 55 through 81. The Order requires that fees be: A reasonable approximation of cost; The costs themselves are reasonable; and Are non-discriminatory. All application processes shall comply with the Order and be able to be completed within the presumptively reasonable time periods provided in 47 CFR 1.6003 of the Order. Recognizing that the permitting process may require expertise in planning code, building code, and public works/engineering expertise, the City encourages qualifications only be submitted from multi-disciplinary firms. The City will also consider a single submittal of qualifications from two or more separate firms. The successful firm must be able to provide detailed cost based supporting information in a format which will allow the City to respond to inquiries and answer questions regarding compliance with the Order. An electronically transmitted copy of each submittal must be received at the City by 3:00 pm on May 9, 2019. SELECTION CRITERIA Submittals will be evaluated and ranked based on the following criteria: 1. Demonstrated technical understanding and technical experience directly related to wireless communication facilities by the specific personnel who will be assigned to the work on the project. 2. Demonstrated experience in the evaluation of wireless communications facilities and their compliance with government regulation. 3. Demonstrated experience in administration of permitting processes and programs. 4. Any other criteria the City may deem pertinent in the review process. The City anticipates notification to short listed firms the week of May 13, 2019. Those firms may be asked to provide supplemental information for review. Follow-up interviews are planned to occur the week of May 20, 2019. The terms and scope of the contract will be negotiated between the City and the successful firm. If the City and firm fail to reach an agreement, the City will commence negotiations with the next most qualified firm. The successful firm will be required to enter into the City’s Standard Professional Services Contract whose terms are absolutely not modifiable. The cost of preparing responses to this solicitation shall be borne by the respondents and shall not be reimbursed by the City of Gig Harbor.
