CITY OF GIG HARBOR REQUEST FOR QUALIFICATIONS (RFQ) Non-mandatory Site Visit: Monday, August 5, 2019 at 3:00 p.m. Location: City Park at Crescent Creek Contract Services for the Visioning and Master Plan for City Park at Crescent Creek ISSUED: July 19, 2019 INTRODUCTION The City of Gig Harbor requests qualifications from experienced engineering, planning, and consulting firms to assist with the visioning and master plan development of a nearly ten (10) acre neighborhood park, City Park at Crescent Creek, located on the edge of the city limits on the corner of Vernhardson Street and Crescent Valley Drive Northwest. City Park at Crescent Creek has a variety of amenities currently including; tennis court, baseball field, ½ basketball court, sand volleyball courts, play structure (ages 3 – 12), picnic tables, group shelter, viewing platforms, restrooms, and other various amenities. Crescent Creek runs through the property and the City recently acquired property that is adjacent to the park. One of the parcels, the former Masonic Lodge, is being considered for renovations for reuse and the basement of the building is leased out on an annual basis to the Gig Harbor Cooperative Preschool. The other parcel, known as the Rohwer property, has a garage being used as storage for the Public Works Department. Both of these parcels are in the county and will need to be annexed as an implementation step of the master plan. There has been request for visioning of this neighborhood park for several years. The City’s Parks, Recreation and Open Space Plan (April, 2016) identifies general recommendations for community-wide park needs and specific recommendations for this park asset. The successful firm must be able to support a robust and inclusive public process, navigate competing interests, identify site constraints, develop implementation steps, estimate construction costs, and identify grant funding feasibility and potential partners. VISIONING AND MASTER PLAN PROJECT DESCRIPTION The City funded a visioning, master plan, and conceptual design process in the 2019 budget as a result of community input and Parks Commission recommendation. The Park has seen recent development through private interest groups and has not participated in formal visioning process. It is anticipated that the selected firm will lead the process, convene a stakeholder working group, engage with the Parks Commission and the City Council, present and receive information through public meetings, and develop a master plan with conceptual site plan based on feedback from the above mentioned groups. The master plan should include an implementations section which lists projects based on priority with funding opportunities and partners listed. Early feedback supports the heart of the park, the original City Park located on the west end, remain intact as far as development, amenities, and character. This section of the park should be considered only for overall connectivity and compliance with existing regulations. SUBMITTAL REQUIREMENTS Written responses shall be no more than ten (10) single-sided pages, including key project personnel background, proposed sub-consultants (if any) with qualifications, relevant project history, references, and other information as deemed necessary. Please include a cover letter, not to exceed two single sided pages, within which is indicated your firm’s interest in the visioning and master plan for City Park at Crescent Creek. The proposal shall be a maximum 12 pages (including cover letter) with no other attachments. The City of Gig Harbor encourages disadvantaged, minority, and women-owned consultant firms to respond. An electronically transmitted copy of each submittal must be received at the City by 3:00 pm on August 15, 2019. SELECTION CRITERIA Submittals will be evaluated and ranked based on the following criteria: 1. Demonstrated experience in consensus building through a robust and inclusive public involvement process. 2. Demonstrated experience in developing site plans for neighborhood parks. 3. Demonstrated experience in master plan development with implementation sections that identify priorities, partners, and funding opportunities. 4. Demonstrated experience working with local government. 5. Any other criteria the City may deem pertinent in the review process. The City anticipates notification to short listed firms the week of August 19, 2019. Those firms may be asked to provide supplemental information for review. Follow-up interviews are planned to occur the week of August 26, 2019. The terms and scope of the contract will be negotiated between the City and the successful firm. If the City and firm fail to reach an agreement, the City will commence negotiations with the next most qualified firm. The successful firm will be required to enter into the City’s Standard Professional Services Contract whose terms are absolutely not modifiable. The cost of preparing responses to this solicitation shall be borne by the respondents and shall not be reimbursed by the City of Gig Harbor.
