CITY OF GIG HARBOR PUBLIC WORKS DEPARTMENT REQUEST FOR QUALIFICATIONS (RFQ) BICYCLE PUMP TRACK PROJECT, CPP-1908 ISSUED: August 8, 2019 INTRODUCTION The City of Gig Harbor Public Works Department (City) is soliciting proposals from qualified firms to work with the City to develop conceptual design and select a location for a bicycle pump track. PROJECT DESCRIPTION The City is requesting consultant assistance from a qualified firm, who will act as an extension of City staff, in completing the conceptual design and identifying the preferred location for a bicycle pump track in compliance with City of Gig Harbor Public Works Standards. Consultant duties will include: • Lead the process to evaluate up to four (4) sites provided by City staff for a pump track • Lead the public process consisting of a public open-house and a study session with the city Parks Commission plus City Council to select the preferred location and design style. • Prepare conceptual design and high-level estimated construction costs applicable to each proposed location. Conceptual designs should consider site constraints and any displacement of existing park amenities. Design is not limited to an asphalt track. SUBMITTAL REQUIREMENTS Submittals shall be no more than ten (10) single-sided pages, including key project personnel background, proposed sub-consultants (if any) with qualifications, relevant project history, references, and other information as deemed necessary. Please include a cover letter, not to exceed one single sided page (not part of the 10-page limit) with no other attachments. The City, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. SELECTION CRITERIA Submittals will be evaluated and ranked based on the following criteria: 1) Proven qualifications of company personnel who will be assigned to the project as well as understanding and experience with project elements. 2) Demonstrated ability to facilitate competing interests and interact effectively with the Public, City Council and City staff and convey that information both orally and in writing. 3) Demonstrated understanding of pump track use, siting, alternatives, and related standards. 4) Any other criteria the City may deem pertinent in the review process. The City anticipates notification to short listed firms the week of August 20, 2019. Those firms may be asked to provide supplemental information for review. Follow-up interviews will be requested by the City. The terms and scope of the contract will be negotiated between the City and the most qualified consultant. If the City and consultant fail to reach an agreement, the City will commence negotiations with the next most qualified consultant. The successful Consultant will be required to enter into the City’s Standard Professional Services Contract whose terms are not modifiable. A sample Professional Services Contract is included with this document for reference. The cost of preparing responses to this solicitation shall be borne by the respondents and shall not be reimbursed by the City of Gig Harbor. RIGHTS RESERVED: The City of Gig Harbor reserves the right to waive or not waive any informality or irregularity in submittals and/or to reject any and all submittals. It is at the sole discretion of the City to award or not award work resulting from this solicitation.
