CITY OF GIG HARBOR REQUEST FOR QUALIFICATIONS (RFQ) Contract Services for a Feasibility Study of a Commercial Fishing Homeport at Ancich Waterfront Park ISSUED: December 20, 2019 INTRODUCTION The City of Gig Harbor requests qualifications from experienced consulting firms to assist with a feasibility study of a public commercial fishing moorage facility “Homeport” at Ancich Waterfront Park. In 2019, the City of Gig Harbor completed the upland portions of the Ancich Waterfront Park and the restoration of the historic Ancich Pier and Netshed. In conjunction with this restoration, our community recognizes that commercial fishing is the fabric of the Gig Harbor story. Future development at the park includes a human-powered float system that is currently in the permitting phase, expected to launch into construction during or after fall 2020. In addition to the human-powered floats, the community has identified the need to maintain a working waterfront at the park and included in planning documents the location of a Commercial Fishing Homeport off of the Ancich Pier. The City is seeking a qualified consultant to analyze the site, in consideration of known constraints, and provide information to optimize the site for the use of all user groups in a manner that recognizes, and addresses impacts to the neighborhood. The successful firm must be able to navigate competing interests, identify site constraints, develop phasing and implementation steps, provide an economic study including value-added opportunities for the City of Gig Harbor, and potential grant funding sources and partners. A site walk is scheduled for Wednesday, January 8, 2020 at 3 pm at Ancich Waterfront Park. FEASIBILITY STUDY DESCRIPTION The Ancich Waterfront Park site is complex in nature and is currently underutilized pending the construction of a human-powered float system to compliment the human-powered boat storage building for both general public and the Gig Harbor Canoe & Kayak Race Team (approx. 3,000 sqft of storage space). The purpose of this feasibility study is to analyze the proposed commercial fishing moorage at Ancich Park. Specifically, can the site be optimized to allow and facilitate multiple uses in and around the site? If so, how? There are many elements that make up Ancich Waterfront Park including; upper viewing platform, lower landing of open space, boat storage building and restrooms, netshed and pier, open waters, two driveways, street access/parking/circulation, and the proposed commercial fishing homeport floats and human-powered floats. The site is complicated by: 1. Several uses/user groups; 2. its proximity to a residential neighborhood; 3. slopes on land and marine limitations from tides; 4. adjacent active floats (including an easement access through the east side of the park); 5. Washington State Historical Society conditions from the restoration of the Ancich Netshed; 6. environmental permitting and unknown resulting mitigation; 7. parking and congestion (on and off site); 8. concerns of impacts by adjacent residential neighborhood; 9. expectations of recreational boater usage during active fisheries; and 10. funding constraints and determining return on investment. In addition to the aspects listed above there are a few other aspects of the feasibility study that require special considerations; 1. To offset costs to the City the identification of funding partnerships is requested; 2. Would the construction of public moorage have immediate and/or substantial impacts on waterfront real estate (would the public moorage double or replace/ relocate commercial fishing moorage from existing areas in the harbor); 3. Outlook for the usage of the dock over the next 25 years; 4. What would the City staff impacts be on managing the rentals and operations and maintenance of the facility and what would be necessary to do so effectively. a. The rental of moorage slips is one component of staff time, the other would be if the City pursued recreational moorage during the summer when most of the Gig Harbor commercial fishing fleet is not in the state – understanding the breakdown of those impacts to staffing needs weighs in on feasibility for funding, overall site fluctuations, and staff time with regards to responding to calls, reservations, etc. 5. Aesthetics related to open space, visual intrusion, lighting, etc. 6. Current and proposed patterns of all users. DELIVERABLES The City requests the deliverable to be a report summarizing the findings of the above-mentioned site details, constraints, and special considerations. The City also requests that the successful proposer: • interview key players in our local fishing fleet (3 at minimum) and neighbors of the project site (3 at minimum); • seeks information on project permitting for local, state, and federal permitting agencies; • holds at least two (2) meetings with our City Council; • provides decision making options in a structured-outlined manner (based on potential phasing); • includes an economic study that describes the value added to the City of Gig Harbor based on the Homeport (services, salaries and local workforce hires, purchases (materials, groceries, fuel), etc.). SUBMITTAL REQUIREMENTS Written responses shall be no more than ten (10) single-sided pages, including key project personnel background, proposed sub-consultants (if any) with qualifications, relevant project history, references, and other information as deemed necessary. Please include a cover letter, not to exceed two single-sided pages, within which is indicated your firm’s interest in the Feasibility Study of the Commercial Fishing Homeport at Ancich Waterfront Park. The proposal shall be a maximum 12 pages (including cover letter) with no other attachments. The City of Gig Harbor encourages disadvantaged, minority, and women-owned consultant firms to respond. Demonstrated experience in finding phasing solutions to optimize site development based on community vision and funding limitations. 2. Demonstrated experience in feasibility studies for new public infrastructure of a commercial/industrial nature within existing neighborhoods. 3. Demonstrated experience in environmental permitting related to new dock facilities at a local, state, and federal level. 4. Demonstrated experience with marine facility design and functionality. 5. Demonstrated experience working with local government. 6. Any other criteria the City may deem pertinent in the review process. The City anticipates notification to short listed firms the week of January 20, 2020. Those firms may be asked to provide supplemental information for review. Follow-up interviews are planned to occur the week of January 27, 2020. The terms and scope of the contract will be negotiated between the City and the successful firm. If the City and firm fail to reach an agreement, the City will commence negotiations with the next most qualified firm. The successful firm will be required to enter into the City’s Standard Professional Services Contract whose terms are absolutely not modifiable. The cost of preparing responses to this solicitation shall be borne by the respondents and shall not be reimbursed by the City of Gig Harbor.
