CITY OF GIG HARBOR PUBLIC WORKS - ENGINEERING DEPARTMENT REQUEST FOR QUALIFICATIONS (RFQ) BURNHAM DRIVE & HARBORVIEW DRIVE ROADWAY IMPROVEMENTS PROJECT - PHASE 1, CSP-2003 ISSUED: February 13, 2020 INTRODUCTION The City of Gig Harbor Public Works Department (City) is soliciting qualifications from engineering firms to complete the preliminary design and permitting associated with approximately 4000 LF of street improvements along Burnham Drive (between Harborview Dr and Harbor Hill Dr) & Harborview Drive (between Austin St and Burnham Dr). PROJECT DESCRIPTION The City is requesting consultant assistance from a qualified engineering firm in completing the preliminary design and permitting associated with street improvements along Burnham Drive in compliance with City of Gig Harbor Public Works Standards. The project consists of adding bike lanes, sidewalk, planter strip, and pedestrian lighting on the east side of the roadway between Austin Street and Harbor Hill Drive. It also includes incorporating LID stormwater elements to reduce runoff, providing flow control, and providing stormwater quality treatment. Consultant duties may include but not be limited to: identify the need for turn lanes or other improvements at certain intersections; perform an in-depth alternatives analysis on the most feasible LID elements that are consistent with the current City Stormwater Management & Development Manual and Public Works Standards; Perform field exploratory work including topographic and boundary survey and other predesign fieldwork to validate and prove the constructability of the preferred improvements and LID recommendations; Advance the preferred roadway design to a thirty percent level of engineering to include right-of-way plans, a preliminary plan and profile, and project cost estimate; Assist in the process to facilitate and coordinate with private developments within the project limits; Assist with options for an intertie between the two existing gravity sanitary sewer mains; Assist with City Council Study Sessions to obtain their concurrence for design elements; Upon receiving Council concurrence, generate an itemized list of probable permits; Assist with applying for required permits; Use specification templates furnished by the city based on Washington State Department of Transportation Standard Specifications; At the sole discretion of the City, the procured consultant, may be requested by the City to enter into negotiations for future scopes of work for of this project; Assist the City with identifying and pursuing appropriate grant opportunities to fund final design and construction. SELECTION CRITERIA Submittals will be evaluated and ranked based on the following criteria: 1) Qualifications, understanding, and experience of personnel who will be assigned to the work on the project with project elements. 2) Demonstrated ability to facilitate and interact effectively with the Public, City Council and City staff and convey that information both orally and in writing. 3) Demonstrated understanding of the WSDOT Local Agency Guidelines. 4) Any other criteria the City may deem pertinent in the review process. The City anticipates notification to short listed firms the week of March 2, 2020. Those firms may be asked to provide supplemental information for review. Follow-up interviews may be requested by the City. The terms and scope of the contract will be negotiated between the City and the most qualified consultant. If the City and consultant fail to reach an agreement, the City will commence negotiations with the next most qualified consultant. The successful Consultant will be required to enter into the City’s Standard Professional Services Contract whose terms are not modifiable.
