INVITATION TO BIDDERS Stinson Ave Overlay and Intersection Improvements City Project No. CSP-1502 Federal Aid Project No. STPUL-3311(001) TIB Project No. 8-1-127(008)-1 The City of Gig Harbor requests sealed bid proposals for construction of the Stinson Ave Overlay and Intersection Improvements Project (CSP-1502). This contract generally provides for full depth pavement replacement at the intersection of Stinson Avenue with Grandview Street, construction of a mini roundabout including full depth pavement replacement at the intersection of Stinson Avenue with Rosedale Street, planing and inlay of Stinson Avenue between Grandview Street and Rosedale Street, drainage improvements, channelization, illumination at the intersections of Stinson Avenue with Grandview and Rosedale Streets, adjusting the existing irrigation systems, adjusting utility appurtenances, installing Rectangular Rapid Flashing Beacons, and other work, all in accordance with the attached Contract Plans, these Special Provisions, and the Standard Specifications. Bid proposals received after 10:00 A.M., February 18, 2021 will not be considered. The City will publicly open the sealed bids and read them aloud during a public Zoom meeting at 2:00 P.M. on February 18, 2021. Work shall start on March 29, 2021 in accordance with the Special Provisions and after the Notice to Proceed is issued to the contractor and shall be substantially complete in accordance with Section 1-08.5 of the Special Provisions. All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond within the time stated in the contract documents, the bid proposal deposit shall be forfeited to the City of Gig Harbor. No bidder may withdraw their bid proposal after the time fixed for opening thereof, or before award of contract, unless said award is delayed for a period exceeding thirty (30) days. The City of Gig Harbor reserves the right to reject any or all bids, and to waive minor irregularities in the bidding process. The City of Gig Harbor reserves the right to award this contract to the lowest responsive, responsible bidder based on the Bid Proposal. In determining the lowest responsive, responsible bidder, consideration will be given to the criteria listed in Section 1-03 of the Special Provisions and RCW 39.04. The City of Gig Harbor in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4, and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
