City of Gig Harbor Community Development Department REQUEST FOR PROPOSALS City of Gig Harbor Urban Growth Area: Annexation Analysis 1.0 Project The City of Gig Harbor is seeking proposals for professional services to conduct an analysis of the City of Gig Harbor’s Urban Growth Area (UGA) and assist in prioritizing those Potential Annexation Areas (PAA) within. The product from this effort would ultimately be utilized by the City Council in its decision-making for area-wide and site-specific annexations in the coming years. It would also provide the City with data serving as a basis and reference for relative future community discussions and decisions. The analysis, at a minimum, would include a review of utility costs and other potential fiscal effects of annexation for each area of the UGA, parcel and acreage totals, zoning and land uses, assessed land values, population, housing, home values, income data, emergency and first responder services, and local school, fire and County Council districts. The proposal should also include a recommendation and an effective process for leading a policy discussion with the Planning Commission and City Council to develop decision-making criteria in choosing the order of annexation priorities. 2.0 Request for Proposals and Statement of Qualifications This Request for Proposals (RFP) provides an overview of the project and the defined tasks, as well as offers suggestions and recommendations in relation to the individual tasks identified. Candidates are urged to be particularly attentive and define any missing foreseen tasks necessary to complete the work described. The response to this RFP (hereafter referred to as “Proposal”) should succinctly outline the professional services to be provided in connection with each task; indicate the time and materials necessary to complete each task; indicate the methods to collect data and produce work; demonstrate the experience of the candidate’s key personnel, etc. Where necessary, candidates may expand and provide details to demonstrate the ability to complete the described work in a timely manner. A Statement of Qualifications (SOQ) must be included within the Proposal, which demonstrates that the candidate and its agents possess the experience, education, training and credentials with type of work described in each defined task. Further, the candidate must demonstrate that all applicable licenses, registrations and permits have been attained for the work to be rendered. A minimum of three (3) references must be included for similar work in size and scope of the tasks defined herein. For each reference, each candidate shall specify the contact name, title, address, telephone number and email address (if known) and provide a very brief statement of the services provided. The City seeks to review the credentials of only those key personnel who will actually render professional services in relation to the work described. Each candidate is requested to include a conceptual work schedule or matrix, indicating the assumed start dates and end dates for each defined task. Proposals are not to exceed ten (10) pages, excluding a cover letter, statement of qualifications, the conceptual work schedule, and references. All other information provided by candidates, including examples of work, brochures, photos, etc. shall be incorporated into and made a part of the Proposal. The Proposal and relative attachments should be submitted in 8½” x 11” format, clearly marked, easy to read using 1” margins and a minimum of 11- point fonts, and appropriately affixed to one another. Anticipated Schedule Event Date RFP Release March 5, 2021 Proposal Responses Due March 26, 2021 Interview Qualified Candidates April 5-9, 2021 Selection April 16, 2021 Contract Agreement April 30, 2021 3.0 Basis of Selection The City of Gig Harbor will select a successful candidate pursuant to RCW 39.80 on the basis of the following parameters: 1) demonstrates qualifications; 2) demonstrates work experience; 3) comprehension of the goals and objectives for each of the defined tasks; 4) Proposal quality and attention to instructions; 5) the methods and means necessary to complete the defined tasks; 6) demonstrated ability to complete tasks within the allocated time and budget; 7) ability to listen to and follow the needs and requirements of the City and any other means and methods the City deems appropriate in the selection process. Short lists, interviews, proposal presentations, and requests for additional information may or may not be used as a part of the selection criteria and shall be at the sole discretion of the City. 4.0 Contractual Requirements The City expects to, but is not required to, execute a professional consultant services contract (Contract) for all or any of the tasks herein described with the successful candidate. A copy of the City’s standard consultant services contract is included for review and is not modifiable. The successful candidate will be expected to identify personnel and outline the estimated costs for each task for the preparation of a final work plan and schedule within one (1) week of the City’s selection. The total estimated costs of all tasks will be used for purposes of fixing the Contract amount. In addition, the successful candidate will be expected to coordinate and obtain any necessary permits. 5.0 Defined Tasks The scope of work for the successful candidate is outlined in a series of recommended tasks described below. 5.1 Project Management The successful candidate will: A. Provide a preliminary projected timeline. B. Effectively manage any sub consultants deemed necessary. All sub consultants shall be approved in advance by the City. C. Be an agent of the City and an extension of City staff. 5.2 Public Participation The successful candidate will: A. Assist City staff in creating a comprehensive public participation program informing and educating the community about the project through a multi-faceted approach and soliciting feedback, or public input on the project impacts as applicable. 5.3 Work Product The successful candidate will: A. Prepare a detailed written analysis for each area of the UGA as well as summary materials for use in public presentations and appointed or elected official’s meetings. B. Based on Task 5.3.A, assist City staff in leading a policy discussion, or discussions, with the Planning Commission and City Council to determine a prioritization strategy for the PAA. C. A. Prepare a full report, including a recommendation 5.4 Project Documentation The successful candidate will: A. Demonstrate their history and manner in providing concise and accurate project documentation throughout the entire length of the project. Emphasis will be placed upon providing demonstrated and proven accurate record keeping, project status updates, consultant billing records, and other related records documentation. 6.0 Deliverables 6.1 Detailed Action Plan 6.2 Public Participation Program 6.3 Analysis of UGA (Detailed) 6.4 Analysis of UGA Presentation/Materials (Summary) 6.5 Recommendation for PAA Prioritization (Full Report) A minimum of three (3) copies of all reports will be provided. The reports shall be bound in an 8½” x 11” format, including all attachments. Originals may be produced in color but must be capable of being legibly reproduced in black and white for wide public distribution. 7.0 Custody of Originals and Electronic Media All original sketches, drawings, plans, specifications, photographs, etc. generated as work products in association with the defined tasks shall be considered property of the City of Gig Harbor, Community Development Department, unless other arrangements are made or as otherwise defined in the Contract. The City of Gig Harbor Community Development Department reserves the right to post any electronic information provided or portions thereof on informational websites for public access. 8.0 Rejection of Proposals The City reserves the right to reject any and all proposals and to waive irregularities and informalities in the submittal and evaluation process. This RFP does not obligate the city to pay any costs incurred by respondents in the preparation and submission of their proposals. Furthermore, the RFP does not obligate the city to accept or contract for any expressed or implied services.
