Description

City of Gig Harbor Community Development Department REQUEST FOR PROPOSALS City of Gig Harbor Comprehensive Plan: Land-use Element Amendments and Arts & Culture Element Adoption 1.0 Project The City of Gig Harbor is seeking proposals for professional services to assist staff in amending the City’s Comprehensive Plan Land-use Element for consistency with recent changes to the City’s zoning code and adoption of a new element entitled, Arts & Culture. The scope of this request for proposals is two-fold and would require two separate processes resulting in two distinct recommendations to the City Council. 1.1 Land-use Element Amendments In 2018 and 2019, the City adopted several amendments to the Gig Harbor Municipal Code Title 17, Zoning, and Title 16, Subdivisions. Amendments included: prohibition on serial short platting, uses in certain zoning districts, changes to residential densities and elimination of bonus densities in certain zoning districts, removing certain critical areas and critical area buffers from net buildable area, changes to tree retention requirements, changes to residential parking requirements, changes to minimum lot sizes for subdivisions in certain zoning districts, and eliminating future planned residential development zones. The primary product of this effort would be an updated Land Use Element consistent with code amendments made. Secondary product would be a memorandum outlining any amendments that were made that are inconsistent with the Comprehensive Plan and potential solutions. A staff report will be required to describe and analyze this work and will be presented to the public and Planning Commission/Council. 1.2 Arts & Culture Element The City’s Arts Commission has proposed a new element for inclusion into the City’s Comprehensive Plan. The element would be called “Arts and Culture Element” and would replace the “Cultural Arts Programs and Resources” text that currently exists in the Comprehensive Plan. The Commission has a draft proposed Element prepared that has undergone a public process already. The primary product for this effort is a final Arts and Culture Element formatted for inclusion into the City’s Comprehensive Plan. A staff report will be required to describe and analyze this work and will be presented to the public and Planning Commission/Council. 2.0 Request for Proposals and Statement of Qualifications This Request for Proposals (RFP) provides an overview of the project and the defined tasks, as well as offers suggestions and recommendations in relation to the individual tasks identified. Candidates are urged to be particularly attentive and define any missing foreseen tasks necessary to complete the work described. The response to this RFP (hereafter referred to as “Proposal”) should succinctly outline the professional services to be provided in connection with each task; indicate the time and materials necessary to complete each task; indicate the methods to collect data and produce work; demonstrate the experience of the candidate’s key personnel, etc. Where necessary, candidates may expand and provide details to demonstrate the ability to complete the described work in a timely manner. A Statement of Qualifications (SOQ) must be included within the Proposal, which demonstrates that the candidate and its agents possess the experience, education, training and credentials with type of work described in each defined task. Further, the candidate must demonstrate that all applicable licenses, registrations and permits have been attained for the work to be rendered. A minimum of three (3) references must be included for similar work in size and scope of the tasks defined herein. For each reference, each candidate shall specify the contact name, title, address, telephone number and email address (if known) and provide a very brief statement of the services provided. The City seeks to review the credentials of only those key personnel who will actually render professional services in relation to the work described. Each candidate is requested to include a conceptual work schedule or matrix, indicating the assumed start dates and end dates for each defined task. Proposals are not to exceed ten (10) pages, excluding a cover letter, statement of qualifications, the conceptual work schedule, and references. All other information provided by candidates, including examples of work, brochures, photos, etc. shall be incorporated into and made a part of the Proposal. The Proposal and relative attachments should be submitted in 8½” x 11” format, clearly marked, easy to read using 1” margins and a minimum of 11- point fonts, and appropriately affixed to one another. The conceptual work schedule may be presented in 11”x17” format for clarity. Please forward three (3) copies of the Proposal and conceptual work schedule by 4:00 pm on Friday, March 24, 2021.
