Description

The purpose of this Request for Proposals is to solicit competitive proposals from qualified entities to assist the City in the 2022-2024 major periodic update of its Comprehensive Plan for consistency with the Growth Management Act (GMA), Puget Sound Regional Council (PSRC) Vision 2050 Growth Strategy, Pierce County Countywide Planning Policies, and local policies. The successful consultant team shall have experience in comprehensive planning in Washington State, including community visioning, goal, policy and action strategy development, market analysis, facility planning, and community engagement. The expected timeline for this update is to begin in November 2022 with a completion date of December 2024.

Qualifications: The vendor shall provide a summary of the individuals on the consultant team, including subcontractors, and their relevant qualifications and experience. The Comprehensive Plan Periodic Update will require the consultant team to have the following qualifications:1. Substantial demonstrated experience with comprehensive plans in Washington state, including conducting and implementing a public participation plan and facilitation of public meetings for the purpose of community visioning, goals, and polices, as required by RCW 36.70A.035;2. Knowledge and experience with the Washington State Growth Management Act and of PSRC’s VISION 2050, Countywide Planning Policies; the Washington State Environmental Policy Act, and3. Proven abilities to conduct and/or develop land use capacity analyses, housing needs assessment, land use inventories, market studies, zoning, and other development regulations, transportation and capital facilities planning.

Eligibility Criteria

Substantial demonstrated experience with comprehensive plans in Washington state, including public participation plan and facilitation of public meetings for community visioning, goals and policies; knowledge of the Washington State Growth Management Act and PSRC's VISION 2050; the Washington State Environmental Policy Act; and proven abilities in land use capacity analyses, housing needs assessment, land use inventories, market studies, zoning, transportation and capital facilities planning.
