The selected Consultant shall conduct assessments to include a Citywide greenhouse gas emissions inventory, metrics for emissions reduction, monitoring methods, and a set of recommendations for the management of development, public facilities, personnel, and operations. The assessments, methodologies, results, and recommendations shall be synthesized as one climate action plan deliverable.1. Greenhouse gas emissions inventory and assessments.2.
