Submission Requirements

Submit one copy of response to Request for Qualifications limited to 15 pages in length on 8½ x 11-size paper. Questions may be addressed to Mike Love. Response deadline: by Tuesday, May 22, 2018; the notice notes that the response may be postmarked or hand delivered by Tuesday, May 17, 2018.

Eligibility Criteria

Best qualified firm or team with skills in design engineering including roadway, storm drainage, geotechnical, right of way documentation, surveying, environmental documentation, and local, state, and federal approvals and permits; construction management/inspection; familiarity with BNSF crossings; and ability to coordinate with BNSF; encourages disadvantaged, minority, and women-owned firms to respond; experience with WSDOT and FHWA grant procedures; past performance and references.

Notice of clarification issued; RFQ deadlines adjusted due to an error in posted bid opening (May 17, 2018 was the actual Thursday date).

Submission and Selection Details

Requests for Qualifications accepted until May 22, 2018. Response may be postmarked or hand delivered by May 17, 2018. Selection will be based on a point rating system evaluating key personnel, knowledge of design, ROW and environmental regulations, prior working relationships with permitting agencies, familiarity with WSDOT and FHWA grant procedures, availability to begin work, experience in Mount Vernon, and past performance/references.
