Description
CITY OF PASCO – REQUEST FOR QUALIFICATIONS (RFQ)Sylvester Street Overpass Pedestrian/Bicycle Access Project No. 23557State Aid No. HLP-PB23(011) The City of Pasco, Washington, (City) Department of Public Works – CIP Engineering is soliciting a Statement of Qualifications (SOQ) from qualified Consultants registered in the State of Washington to perform civil engineering services for the City’s Sylvester Street Overpass Pedestrian/ Bicycle Access project. Sylvester Street is an East-West Corridor that traverses the City of Pasco. The corridor crosses State Route 395 with a narrow overpass that creates a barrier for non-vehicular travel. This project will provide the missing link for non-vehicular travel along the corridor, given that a companion project is underway. The project will provide a new pedestrian/ bicycle bridge, overcrossing US 395 along Sylvester Street.The design phase for these projects is anticipated to extend twenty (20) months, beginning in August 2024. The design phase will include a planning stage for bridge alternatives to be voted on at public outreach before plans can be developed. Right-of-Way (ROW) acquisition for this project is not anticipated, but should it be needed, it will be required to be completed no later than January 8, 2026. Construction funding for the project will need to be obligated by April 2, 2026. The selected Consultant shall provide services including topographic surveying, preparation of plans, specifications, and estimate (PS&E), public outreach, right-of-way acquisition and certification services, preparation, and processing of all necessary environmental documents to achieve environmental compliance, and construction administration services (on a need basis).The complete Request for Qualifications (RFQ) and full scope of work may be obtained via the City website – http://www.pasco- (http://www.pasco-wa.gov/Bids.aspx)wa.gov/Bids.aspx. One electronic copy, including attachments, shall be transmitted to Dustin Wittman at wittmand@pasco-wa.gov. Email Subject shall be: #23557 – SYLVESTER STREET OVERPASS PED/BIKE ACCESS – SOQ with a maximum size of 20mb. The due date is Tuesday, July 11, 2024, no later than 11:00 AM PDT. Technical questions regarding the scope of this project should be put in writing and directed to City representatives listed within the full RFQ, no less than three (3) working days prior to the time that submittals are due. There is no pre-proposal meeting scheduled for this project prior to submission of Statement of Qualifications. However, the site location is open to the public. The City of Pasco, in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
