CITY OF PASCO – REQUEST FOR QUALIFICATIONS (RFQ)Lewis Street Pavement Preservation Project No. 24 596 – Federal Aid No. NHPP-3230(007) The City of Pasco, Washington, (City) Department of Public Works – CIP Engineering is soliciting a Statement of Qualifications (SOQ) from qualified Consultants registered in the State of Washington to perform civil engineering services for the Lewis Street Pavement Preservation (Fed Aid No. NHPP-3530(007)) Project funded through the 2023 National Highway (NHS) Asset Management program. Lewis Street Pavement Preservation will mill and overlay 2.94-miles of Lewis Street between Road 28 and E US 12, excluding the section between 5th Avenue and Oregon Avenue. Work includes localized asphalt repairs, taper mill at curbed edges, 2” HMA overlay, and striping. ADA upgrades will also be included as needed. The design phase for this project is anticipated to extend eighteen (18) months, beginning in February 2025. Right-of-Way (ROW) acquisition for this project is anticipated. Should it be needed, it will be required to be completed by no later than December 5, 2025. Construction funding for the project will need to be obligated by April 2, 2026. The selected Consultant shall provide services including: topographic surveying and/or property surveying, preparation of plans, specifications, and estimate (PS&E), public outreach, right-of-way (ROW) acquisition and certification services, preparation and processing of all necessary environmental documents to achieve environmental compliance, bid support, and construction management/administration services (on a need basis). The City, at its discretion, may select the same Consultant for Construction Management/Support Services. The selected Consultant will be responsible for following all processes and completing all documentation required to comply with Washington Department of Transportation (WSDOT) and/or Federal Highway Administration (FHWA) requirements. The selected Consultant’s submittals will be evaluated and ranked based on the following criteria: Project Understanding & Approach, Project Team Experience & Qualifications, Presentation, Organization and Clarity of SOQ Submittal. Consultants are required to submit either an electronic or a hard copy of their SOQ up to 11:00 am, Thursday, October 17, 2024. Electronic responses shall be transmitted to dwittman@pasco-wa.gov with a maximum size of 20mb.
