Description
CITY OF PASCO – REQUEST FOR QUALIFICATIONS (RFQ) Cable Bridge Illumination Update. Project No. 25637. The City of Pasco is soliciting a Statement of Qualifications (SOQ) from qualified Consultants registered in the State of Washington to provide professional engineering services for the Cable Bridge Illumination Update. The Ed Hendler Bridge (Cable Bridge) has long served Pasco and Kennewick. The Bridge was completed in 1978 and was developed as a strategic response to the challenges of increasing traffic and the demands of urban expansion. Currently, the bridge is equipped with white spotlights that were installed over twenty years ago. The proposed project would design new LED lights that can change colors based on different local events or seasons. These lights will need to be able to be controlled offsite. Due to interest from the community, an interlocal agreement has been created between the Cities and Ports of Pasco and Kennewick. Between all four parties, funding has been allotted for the design of this project. The selected Consultant will be tasked with the design of replacing the existing white spotlights with state-of-the-art LED lighting fixtures. These fixtures will allow for dynamic and programmable lighting effects, controlled remotely from an offsite computer program. The complete RFQ may be obtained at no charge via the City website. It is the sole responsibility of the Consultant to obtain any RFQ updates or addenda from the City website. Responses shall be submitted electronically. One electronic copy, including attachments, shall be transmitted to Dustin Wittman at wittmand@pasco-wa.gov. Email Subject shall be: #25637 – Cable Bridge Illumination Update – SOQ with a maximum size of 20MB. The due date is Thursday, May 29, 2025, no later than 11:00am PDT. Technical questions regarding the scope of this project should be put in writing and directed to both City Representatives listed in Section 1.10 below, no less than three working days prior to the time that submittals are due. There is no pre-proposal meeting for these projects prior to submission of the Statement of Qualifications. However, the site facilities are visible to the public, but access will not be available. Projects funded wholly or in part by Federal appropriations must comply with Code of Federal Regulations; 24 CFR 570.502, 24 CFR 85.36, 2 CFR 200. All federally-funded projects will be held to federal Equal Employment Opportunity requirements. The City of Pasco is an equal opportunity and affirmative action employer.
