Description

CITY OF PASCO – REQUEST FOR QUALIFICATIONS RFQ for Sandifur Parkway and Road 76 Intersection and Pedestrian Safety Enhancements, Project No. 25681 (HSIP-000S(716)) funded through the 2024 Highway Safety Improvement Program. The City of Pasco, Department of Public Works – CIP Engineering seeks qualified consultants to perform civil engineering services for the project, including installation of traffic signals with ADA compliant curb ramps, marked crosswalks, push button assemblies, flashing yellow arrows, emergency vehicle detection, signal interconnect infrastructure, and intersection lighting; implementation of signal timing coordination including data collection and analysis; sidewalk and pedestrian crossing improvements including RRFBs, striping, signing, and curb ramps. The design phase is anticipated to extend 12 months beginning October 2025. ROW acquisition is not anticipated but, if needed, must be completed by October 30, 2026. Construction funds must be obligated by November 30, 2026. The selected consultant will provide services including topographic and property surveying, PS&E, public outreach, ROW acquisition and certification (as-needed), environmental documentation for compliance, bid support, record drawings, and construction management/administration as needed. The City may select the same consultant for construction management/support services. Submittals will be evaluated based on project understanding and approach, project team experience and qualifications, presentation, organization and clarity of the SOQ. The project has a 17 DBE goal; no SBE goal or training hour requirement. The RFQ can be obtained from the City website starting June 15, 2025. Submittals must be received by 11:00 AM PDT on July 8, 2025. Electronic submissions to Dustin Wittman at wittmand@pasco-wa.gov; hard copies to City Clerk, City Hall, Pasco.
