CITY OF PASCO – RFQ Road 40 E Extension Project Management and Engineering Services (RFQ No. 22417). The City of Pasco, WA, Department of Public Works is soliciting a Statement of Qualifications (SOQ) from qualified Consultants to perform civil engineering services and project management for Road 40 E Extension project. The Road 40 E Extension project will extend Road 40 E north of A Street to its connection with E Lewis Place. Design phase expected to commence January 2026; no ROW acquisition anticipated, coordination with adjacent property owners may be required. Construction expected to begin no later than Spring 2027. The selected Consultant will serve as an extension of senior City engineering staff and must be familiar with City specifications, procedures, and administrative processes. Responsibilities include project management, documentation, schedule and budget tracking, internal/external coordination, stakeholder engagement, status updates to Public Works Director and City Manager’s Office, and preparation of City Council agenda materials and presentations. As Project Manager, the Consultant will lead bidding, bid reviews, recommendations for award, bid protests, and oversee construction administration including change management and closeout. The Consultant will act as Engineer of Record and issue complete bid package. Engineering tasks may include topographic surveying; PS&E; public outreach; ROW acquisition and certification if required; environmental documentation; bid review; construction administration and submittal review. The RFQ may be obtained via the City website.
