Summary
The City of Seattle Office of Labor Standards is seeking proposals for App-Based Worker Outreach and Education. Selected consultants will conduct outreach and education with persons who perform app-based work in Seattle. Proposals are due no later than 5:30pm on Friday, February 12, 2026. All questions are to be submitted through the Question & Answer section of OpenGov no later than 11:59pm on February 5, 2026.
Background
Over the past 5 years, the City of Seattle has passed multiple laws protecting app-based (gig) workers including the App-Based Worker Minimum Payment Ordinance and the App-Based Worker Deactivation Rights Ordinance. This Request for Proposals is funded by the Network Company Licensing Fee imposed by companion legislation to these ordinances, which requires app-based companies to collect a fee for online orders and remit the fee monies to the City. The regulation of app-based work better ensures that such workers can perform their services in a safe, reliable, and dignified manner. The goal of this funding is to build capacity among, and partnership with, community-based organizations who can increase app-based workers’ knowledge of Seattle's app-based labor standards through methods that are community centered, culturally relevant and accessible, and language specific. Partners are also expected to provide intake, counseling, complaint resolution, and referral services.App-based workers are at high risk for labor standards violations. While all workers are at risk, data shows that low-wage workers experience the highest rates of workplace violations. The workers that are most likely to occupy low-wage jobs and experience workplace violations include female workers, workers of color, immigrant and refugee workers, LGBTQ workers, workers with disabilities, veterans and youth workers. This is why the Office seeks partnerships that support culturally relevant, accessible, and language-specific outreach, education, and support services.Through a competitive selection process, the Office of Labor Standards (OLS) will contract out up to $534,000 to between 1 and 3 organizations for 24-month contracts. The contract period will run from July 1, 2026 through June 30, 2028. The total amount available for these contracts is subject to sufficient funding generated from the Network Company Licensing Fee and approval from Seattle City Council.
