Proposal Response

Please provide a research proposal (page limit: 15 pages, 11-point font, 1-inch margins on all sides) that details the design of your proposed research to understand the changes to working conditions before and after the implementation of Seattle’s App-Based Worker Minimum Payment Ordinance. Please make sure that:Your research is designed after a review of OLS’s first App-Based Worker data report and that your proposed research (e.g. research questions and areas of focus) supplements OLS’ quantitative data analysis, for example, whether your proposed research will cover the same industry covered by OLS’ existing report, or you plan to expand to other industries, and if so, which one(s), and which remaining questions named in the OLS data report and other questions you propose to address.Your proposal introduces who you are as a researcher or a research team: your experience conducting qualitative or mixed methods studies, presenting the results to the general public, working with diverse populations while centering marginalized communities.Your proposal includes a detailed timeline and quantifies various deliverables you would achieve in different phases of the project.Your proposal includes a detailed language access plan (e.g. how you would staff and resource language access), demonstrates your experience and ability to engage with app-based workers from non-English speaking groups, and clarifies which language groups you intend to include in your research plan.Your proposal includes a plan on how you would reach out, recruit, and motivate app-based workers to join the research. Your proposal includes an analysis of feasibility and anticipated challenges.Your proposal demonstrates your qualification for providing this service by introducing your past experiences of studying labor, gig economy, and/or relevant areas, AND your past experiences or demonstrated readiness to adhere to City of Seattle’s invoicing and reporting rules.

Pricing Proposal

Please upload a cost proposal for your proposed research. The total cost should not exceed $130,000. The cost proposal should be comprehensive, itemized, and correspond to the proposed scope, phases of project, timeline, and deliverables. The cost proposal should address how you will support your proposed language access plan, either in-language engagement with targeted worker populations or contracted language interpretation and translation, and include hours and costs of each type of services used. The City may request additional clarification or a breakdown of the hours and costs with the top-ranking proposers.
