Minimum Qualification #2: Relevant Experience with Power Platform Governance 2+ years experience utilizing governance, security, and compliance best practices in cloud-based environments, particularly within Power Platform and Azure ecosystems. Minimum Qualification #3: Project Management CapabilityAbility to manage complex, multi-stakeholder projects using structured methodologies. Demonstrated knowledge and ability to work through a project lifecycle, including requirement elicitation and traceability.

Provide a written proposal that speaks to the scope of work in section 6 and proposal criteria described section 10 (experience and Qualifications, Proposed Delivery of Service. Proposals should be thorough, but limited to 15 pages (not including any attached resumes or strategic plan/governance document examples). Written proposals will be evaluated on the criteria described in section 10 (Proposal Evaluation). Provide at least one reference in your proposal, which the City will contact for high-scoring firms. References should be able to speak to work performed by the Proposer in the last 3 years.

This RFP is designed to select preferred partners for surge needs and scaling of the Power Platform and related technologies. Cost proposals should include the vendor's anticipated hourly rate for consultants that would be assigned, including a 'not-to-exceed' rate.
