Statement of Qualifications

The Statement Of Qualifications (SOQ) shall not exceed ten (10) pages, excluding the cover page, resumes, divider pages and required forms. Submittals shall be formatted as follows:Page Size: 8.5"x11"Minimum 11-point font1-inch marginsSingle spacingPDF Format submitted through OpenGovCharts, tables, and graphics may use a minimum 10-point fontThe SOQ should clearly demonstrate the firm's experience, technical capability, staffing qualifications, and capacity to perform the requested services. Firms should organize their SOQ using section headings in this RFQ.The City reserves the right to excise pages that exceed the limit and will not be considered for evaluation.Evaluation Criteria #1 - Relevant Project ExperienceThe Consultant shall demonstrate the quality and relevance of the minimum three (3) projects submitted.The Consultant shall demonstrate the experience performing work of similar scope (HVAC upgrades, roofing, occupied facilities).The Consultant shall demonstrate experience designing projects in compliance with ADA, ANSI, and applicable codes.The Consultant shall demonstrate experience on projects of comparable complexity and scale comparable to this solicitation.Evaluation Criteria #2 - Key Personnel and Team QualificationsThe Consultant shall demonstrate the experience and qualifications of proposed team members assigned to this project.The Consultant shall clearly identify team roles and responsibilities for delivering the required services.The Consultant shall demonstrate the availability of personnel to meet project demands, including site visits.The Consultant shall demonstrate the team's ability to deliver services to support project scope and scheduleEvaluation Criteria #3 - Project ApproachThe Consultant shall demonstrate a clear understanding of project scope and constraintsThe Consultant shall describe their approach to performing work in an active Fire Station.The Consultant shall describe their approach to coordination, constructability, and phasing strategies.The consultant shall identify potential risk Identification and describe strategies for mitigation.Evaluation Criteria #4 - Past Performance and ReferencesThe Consultant shall demonstrate quality and relevance of references.The Consultant shall demonstrate successful project delivery and client satisfaction on comparable projects.Evaluation Criteria #5 - Inclusion PlanThe Consultant shall describe quality and feasibility of proposed WMBE participation.The Consultant shall demonstrate meaningful inclusion of WMBE firms in scopes of work.The Consultant shall demonstrate past performance or provide a strategy for achieving equity goals and WMBE participation.

The determination you have achieved all minimum qualifications is made from this section alone, and therefore, the Evaluation Committee is not obligated to check references or search other materials in your proposal to make this decision.For each Minimum Qualification listed below, please describe how you meet the minimum qualification.Minimum Qualification #1The Consultant’s submittal must identify a minimum of three (3) projects completed within the past seven (7) years that demonstrates firms relevant experience and expertise to the services described in herein.Minimum Qualification #2The Prime Consultant must be able to provide at least two (2) references each from the minimum three (3) projects mentioned in Minimum Qualification #1 that are satisfied with their work. These references can be from clients, contractors, or subconsultants that have worked with the Prime in the last seven (7) years. Include contact name, phone number, address and name of project(s).
