A Consultant is considered a "small business concern" if it qualifies as a Small Business under the Small Business Act of the United States, 15 USC Section 632, and its implementing regulations. The Small Business Act empowers the Administrator of the Small Business Administration to establish specific size standards based on various factors like number of employees, revenue, and net worth which vary by industry.You can select see if you qualify by finding your industry in the SBA's Table of Size Standards found here: https://www.sba.gov/document/support-table-size-standards.

Is Consultant firm a not-for-profit organization?

Nonprofit organizations are not eligible to apply to the Consultant roster program.

Nonprofit organizations are not eligible for the City's consultant roster at this time.

Type: confirmation

Seattle Municipal Code provides another avenue for which City departments are able to contract out with public benefit non-profit organizations without public advertisement. Non-eligibility for the consultant roster program does not preclude your firm from working with the City.

Does Consultant firm believe it qualifies to be approved to the Emergency Preparedness Planning or Support Services roster?

Qualified consultants will have experience providing consultation on services in preparation for, mitigation of, response to, or recovery from a natural disaster, an accident, or a malicious act. Additionally, emergency management coordination or disaster planning, threat assessments (except those related to cyber attacks), tabletop/field/functional training exercises, gap analysis, after action evaluations, planning for continuity of operations, planning for emergency shelter operations, public education or outreach including vulnerable population planning, outreach or analysis. Examples of related work might include producing hazard or vulnerability assessments; designing, producing or delivering training to City staff; strategic planning; designing, coordinating or delivering exercises for City agencies; producing mitigation plans.

Qualified consultants will have experience providing consultation on public safety research, police staffing analysis, hearing examiner reviews, forensic services, short-term mediation services, public safety research, peer or family support, counseling services, composite sketch artist, criminal intelligence analysis, citizen satisfaction surveys, crime data collection or research, fleet analysis, stress or mental health education. Police services would also include specialized law enforcement skills training such as tactical, explosive, breaching, emergency vehicle operation, homeland security, or crisis intervention training.

A statement of qualifications is a document that details how a Consultant firm's skills and experience align with the specific scope of work covered by the roster(s) attempting to be qualified for. There is not an official City of Seattle template for a Statement of Qualifications as they can vary significantly from field to field.In general, the City is looking for evidence that the firm has completed projects or assignments related to the scope of work and that the key personnel and/or Principal have the required licenses, certificates, or education to perform the type of consulting work described for each category applied to. Statements of qualification are generally set up in a resume style format as opposed to a narrative format. City departments may use these statements of qualifications to determine whether a Consultant has the proper experience to be considered for contracting. Upon approval to a consultant roster, Consultant must add this document to their Documents tab in the business profile of the CIty's Procurement Portal.
