Summary

The City of Seattle seeks multiple Vendors to provide routine recycling and compostables collection services for City-owned facilities across the Seattle region. These services will include the removal, collection, and recycling of materials such as paper, cardboard, glass, metals, plastics, compostables, and other recyclable streams generated by City operations. Vendors will be responsible for ensuring collected materials are recycled or otherwise diverted from landfill disposal. Services will also include providing and maintaining collection containers, adjusting collection schedules as needed, and supporting the City’s goals for environmental stewardship, regulatory compliance, and community benefit.The City operates a wide range of facilities, including office buildings, public safety centers, utility operations sites, parks and community service properties. Recycling services support the City’s sustainability objectives by promoting reuse of materials, reducing waste, and fostering local economic and environmental benefits. Successful vendors will demonstrate the ability to service multiple locations, respond to on-call requests, and provide reliable reporting on materials collected and processed.The City of Seattle has contracted for recycling and compostables collection services for City-owned facilities for several years. These contracts are reaching the end of their usable life, so the City is returning to the marketplace to establish new contracts through this competitive solicitation. Current services are provided under the following contracts, which will be terminated once new agreements from this solicitation are executed:Recology King County (contract #3000)Waste Management of the Pacific Northwest BC (contract #2999)Cedar Grove Organics Recycling (contract #3058)Seattle Drug & Narcotic Center Inc. (contract #6064)This solicitation is limited to recycling and compost collection services for City-owned facilities. The City anticipates awarding multiple contracts to ensure reliable service coverage, support for diverse recycling streams, and alignment with the City’s environmental sustainability goals. The City estimates approximately $3 million in total annual expenditure under these contracts, with an average monthly invoice per location of approximately $1,000. The Finance and Administrative Services (FAS) and Seattle Parks and Recreation (Parks) departments have been the primary users, though all City departments may access these services.
