Summary
Orangegate Park is an approximately 150-acre property that is located in the Summit-Waller community at the intersection of 84th Street East and 46th Avenue East. Pierce County acquired the property from Washington Department of Natural Resources in 1998. The property is split by the Tacoma Water Pipeline and Pipeline Trail as well as 84th Street East. The portion of Orangegate Park south of 84th St East is open to the public and features trailhead parking and walking/equestrian trails. The focus of this project is to develop the 40 acres north of 84th Street East (Orangegate Park North) utilizing the documents enclosed in the bid package. The northern 40-acres is currently undeveloped forest with user created trails throughout the parcel. When complete, the northern 40-acre parcel will feature elements including but not limited to: ADA nature playground, parking, bioswales and wetland areas, off-lease dog park, park shelters, restroom/maintenance building, soft-surface hiking. Additionally, the project will include a safe pedestrian crossing of 84th Street East and a connection through Orangegate South to the Pipeline Trail. The work of this project will require close coordination with authorities having jurisdiction as well as with Pierce County, including the Natural Lands team. See the ‘background section’ for further details on this coordination.
Background
The Contractor for this project should anticipate close coordination with all authorities having jurisdiction (TPU, Lumen, Pierce County Inspections, Summit Water, etc) as well as with Pierce County Parks Natural Lands Team. During the time construction of this project is occurring, the Natural Lands team will be creating soft surface trails within the Northern and Southern parcels of Orangegate Park. Some of these soft trails will have tie ins to trail stubs or hardscape installed by this Contractor. Coordination between Contractor and Natural Lands will be required to ensure that both entities can successfully complete their work for the park. Additionally, the Contractor should anticipate public interest in the project and engagement with the surrounding community. Also, given the long history of the undeveloped parcel being used by the community for various activities, the Contractor should anticipate members of the public will likely try to enter the parcel during construction. Given the size of the parcel, the Contractor will need consider appropriate measures to keep work areas safe, separate, and secure. The southern portion of Orangegate Park (south of 84th) is open to the public, as is the pipeline trail. The Contractor should anticipate coordination with Pierce County to keep as much of the park open as possible while allowing construction work to also occur. The Contractor will need to consider how to best delineate work areas and keep the public safe.A Contractor that manages construction effectively, coordinates well with Pierce County and AHJs, and engages professionally with the public will lay a great foundation for success on this project.
