Submittal Checklist
For proposals to be considered the following must be included in your submittal:A letter of interest from the prime consultant/contractor, signed by the principal professional intended to lead the project effort. The letter needs to include contact information, number of years the consultant/contractor has been in business under current or previous names or additional assumed business names. Provide similar information concerning each subcontracted contractor. Provide a comprehensive organizational chart with key personnel for your firm and potential subconsultants, clearly identifying the estimated participation of Minority, Women, and Veteran owned (MWV) businesses and estimated percentage of total work anticipated to be performed by each sub-tier partner.Your approach to this type of work and explain how you have the experience, qualifications, size, and resources to provide the services listed in the scope of work. The name and brief resume of the key individual(s) who would be assigned to this project and an individual assigned to back up the key person in their absences, together with similar information for each individual to be provided under any subcontract. A proposal that outlines your firm approach to the work, capacity and availability, as well as any additional services or procedures of benefit to the County not specifically required by this Request for Qualifications, which the Consultant offers to provide. Pierce County expressly reserves the following rights
To waive any and/or all irregularities in the proposals submitted.To reject any or all proposals or portions thereof.To base awards with due regard to quality of services, experience, compliance with specifications, and other such factors as may be necessary in the circumstances.To make the award to any vendor or combination of vendors whose proposal(s), in the opinion of the County, is in the best interest of the County.Pierce County will not accept late proposals. Pierce County may return unopened any proposal or modification received after the hour and date specified.

An evaluation team will review the SOQ and evaluate all responses received based upon the criteria listed herein. The County may request clarifications or additional information, if needed. A selection may be made based on the Firms and initial evaluation criteria alone or the firms determined to be most qualified through the initial evaluation phase may be interviewed and the final determination will also consider reference checks and interviews.The County intends to select the Consultant who represents the most qualified team (or teams, as determined by the evaluation team) to Pierce County and begin the negotiation and award process based on the evaluated scores.Selected Consultant will be invited to enter contract negotiations with the County. Should the County and the selected consultant not reach a mutual agreement, the County will terminate negotiations and move to the next highest ranked consultant and proceed with negotiations. A Consultant’s inability to agree to the terms of the County’s Professional Service Agreement "Attachment A" may be a basis for the County to terminate negotiations and begin negotiating with one or more other Consultant.Selected Consultant(s) may be asked to provide the following for negotiationPer Employee Direct Labor RatesProvide the most recent audit of the firm received from WSDOT or a State or Federal agency that can establish the overhead rate.Subcontractors (if used) fully burdened, per-employee labor rates direct labor rates (if available). If subcontractors are on an ad hoc basis no rates needed.The County reserves the right to accept or reject any or all submitted SOQs, and to waive as informalities any irregularities, and to contract as the best interest of the County may require. Federal Terms and Conditions
1. Without limitation as otherwise set forth in this Agreement, Subrecipient shall comply with all relevant Catalog of Federal Domestic Assistance (CFDA) Listing Requirements, as amended and supplemented. Specifically, but not by way of limitation, CFDA 21.027 has the following policy requirements:1.1. 31 CFR Part 35, as amended by the Interim final rule published May 17, 2021, at 26786 FR Vol. 86, No. 93; or otherwise subsequently amended by Final Rule.1.2. 2 CFR Part 200, including Subparts B through F1.2.1. Additional Information: The following 2 CFR Policy requirements also apply to this assistance listing: 2 CFR Part 25, Universal Identifier and System for Award Management; 2 CFR Part 170, Reporting Subaward and Executive Compensation Information; and 2 CFR Part 180, OMB Guidelines to Agencies on Governmentwide Debarment and Suspension (Non-procurement). The following 2 CFR Policy requirements are excluded from coverage under this assistance listing: For 2 CFR Part 200, Subpart C, the following provisions do not apply to the SLFRF program: 2 CFR § 200.204 (Notices of Funding Opportunities); 2 CFR § 200.205 (Federal awarding agency review of merit of proposal); 2 CFR § 200.210 (Pre-award costs); and 2 CFR § 200.213 (Reporting a determination that a non-Federal entity is not qualified for a Federal award). Without limitation as otherwise set forth in this Agreement, Subrecipient shall ensure that any procurement involving funds authorized by this Agreement complies with all applicable federal, state, and local laws and regulations, including but not limited to, 2 CFR 200.318 through 200.327, as well as Appendix II to 2 CFR Part 200 (entitled “Agreement Provisions for Non-Federal Entity Contracts Under Federal Awards”).

Scope of Work
The environmental engineering and consultant services to be performed are a full range of services that may include, but are not limited to, any or all of the following:General ServicesPerform field investigation work as necessary.Assistance in project scopingParticipation in plan review, quality control, and or quality assurance procedures.Special assistance in planning, documentation, and agreements. Preparation of design documentation for review and approval. Preparation of exhibits.Managing Project Delivery facilitation services. Environmental Documentation and Permitting ServicesPreparation of SEPA Checklists and Environmental Impact Statements per Pierce County and Washington Department of Ecology standards.Preparation of NEPA Categorical Exclusions, Environmental Assessments or Environmental Impact Statements - as well as supporting discipline reports - per Federal Highways Administration, Federal Aviation Administration, and Federal Emergency Management Agency standards. Supporting discipline reports may include but are not limited to: Agricultural Resource Analysis; Environmental Justice Analysis; Visual Impacts Assessment; Air Quality Analysis; Noise Analysis; Section 4(f) Analysis; Cultural Resources Assessment; Stream and Floodplains Analysis; Wetlands Assessment; Climate Impacts/Green House Gas Emissions Analysis; and Fish and Wildlife Assessment/Biological Assessment; Cumulative Impacts Analysis. Preparation of Joint Aquatic Resource Permit Applications – including drawings formatted to US Army Corps standards. Preparation of application documents necessary for compliance with Federal Clean Water Act Sections 401, 402, and 404; as well as Rivers and Harbor Section 10. Preparation of application for National Pollutant Discharge Elimination System coverage under Department of Ecology’s General Construction Stormwater Permit.Preparation of Washington Department of Fish and Wildlife Hydraulic Project Approval applications.Preparation of Department of Natural Resource Aquatic Lands Use Authorization applications.Preparation of Critical Areas applications per Pierce County standards. Preparation of Shoreline Applications per Pierce County standards. Preparation of Forest Practices application per Pierce County standards.Air Quality and Greenhouse Gas Emissions ServicesPerform project-level quantitative, or “hotspot,” determination for nonexempt projects within carbon monoxide (CO) or particulate matter (PM2.5 or PM10) nonattainment and maintenance areas. (Quantitative analysis using EPA’s Motor Vehicle Emissions Simulator (MOVES) and/or Washington State Intersection Screening Tool).Preparation of Project-Level Greenhouse Gas Evaluations per WSDOT guidance. (Guidance on Addressing Air Quality, Greenhouse Gas Emissions, and Energy for WSDOT Projects, April 2020).Noise ServicesNoise impact analysis and abatement feasibility consistent with WSDOT Guidance, including but not limited to, WSDOT 2020 Traffic Noise Policy and Procedures. (Lead acoustical analyst or staff member responsible for the assessment of traffic noise impacts, traffic noise abatement, or review and approval of final noise reports shall at a minimum have completed the FHWA course "The Fundamentals and Abatement of Highway Traffic Noise," the more current NHI Course: “142051 Highway Traffic Noise” or equivalent as determined by the WSDOT Air, Noise, and Energy Program).Wetland ServicesPreparation of maps showing the boundaries of wetlands and locations of vegetative communities within the wetland and buffer area. Preparation of wetland analysis reports in accordance with the requirements of regulatory agencies, including but not limited to, Pierce County, the U.S. Army Corp of Engineers, and Washington State Department of Ecology.Preparation of wetlands and wetlands buffer delineations, functional assessments, and ratings in compliance with Pierce County, the U.S. Army Corps of Engineers, and Washington State Department of Ecology requirements.Preparation of credit-debit analysis and in-lieu fee use plans per Pierce County, the U.S. Army Corps of Engineers, and Washington State Department of Ecology requirements.Preparation of mitigation, restoration, or enhancement plans for wetlands, fish and wildlife conservation areas and/or nearshore environments, including plans and specifications for construction, in satisfaction of local critical areas ordinance, federal, and state requirements. Identification and evaluation of parcels of property that may be used as wetland mitigation areas. Review of wetland delineation reports, wetland analysis reports, wetland and water type verifications, both non-compensatory and compensatory wetland mitigation plans and SFR wetland Certifications prepared by Pierce County qualified private wetland specialist.Fish and Wildlife Services (Individuals performing wetlands and/or fish and wildlife delineation or mitigation must be included on a roster of currently qualified specialists as defined by PCC 18E.10.070).Preparation of fish and wildlife reports and assessments (including habitat assessment letters, reports and studies, biological assessments, and evaluations) in satisfaction of Local critical areas ordinance, Federal, and State requirements.Preparation of and documentation for compliance with the Endangered Species including Habitat Conservation Plans, Section 7 consultations, Section 10 incidental take permits. Preparation of and documentation for compliance with the Marine Mammal Protection Act including preparation Marine Mammal Monitoring Plans and marine mammal monitoring.Review of fish and wildlife reports and assessments (including habitat assessment letters, reports and studies, biological assessments, and evaluations) prepared by Pierce County qualified private fisheries and wildlife biologists.Hydraulic ServicesPreparation of floodplain analysis, including but not limited to, zero rise analyses and mitigation plans.River geomorphologic assessments, channel migration zone analysis, reach assessments, hydrogeologic assessments, hydrology, hydraulic and/or fluvial geomorphology studies.Fish passage assessment and design that includes design per Washington Department of Fish and Wildlife (WDFW) Water Crossing Design Guidelines for stream simulation or bridge design (Barnard 2013); as well as, WDFW’s guidance (potentially future requirements) for Incorporating Climate Change into the Design of Water Crossing Structures (WDFW 2017).Preparation of preliminary hydraulic design (PHD) reports. Preparation of final hydraulic design (FHD) reports.Ability to provide hydraulic support for PS&E and construction phases. Hydraulic design of large span culverts.Analysis of drainage basins.Hydraulic design of drainage facilities.Hydraulic analysis of bridges.River restoration design.Floodplain studies.Wetland hydrology study.Cultural Resource ServicesPreparation of Cultural and Archaeological Resources Assessments, archaeological testing and monitoring in accordance with Washington State Executive Order 05-05 (05-05) and the National Historic Preservation Act, Section 106 (Section 106) by a qualified archaeologist.Hazardous Materials ServicesData collection and preparation of due diligence reports including, but not limited to, corridor-level analyses, Environmental Site Assessments Phase I, II and III; support for managing hazardous and dangerous wastes including plans and specifications, and remedial plans.Hazardous building materials survey (including asbestos and lead paint testing). Assistance with abatement procedures for demolition of structures with hazardous building materials.Spill cleanup assistance Site cleanup and remediation including soil and water sampling, data analysis, reporting, and feasibility studiesGroundwater well installation and monitoringEnvironmental Engineering and Design ServicesPreparation of preliminary (e.g. 30%, 60%, 90%) and/or ad ready contract documents, including plans, specifications, and estimates. Preparing preliminary and final construction plans per Pierce County standard plans and Washington Department of Transportation specifications for Road, Bridge, and Municipal Construction.Drafting support using AutoCAD. Other Design/ PS&E related work as requested by the County. Other general studies and reports such as feasibility studies, watershed planning, stream/lake management planning, climate change and resiliency studies, floodplain management as requested by the County.Planting plans, irrigation plans, and associated specifications.

Reimbursement
The County will not reimburse proposers for any costs involved in the preparation and submission of responses to this RFQ or in the preparation for and attendance at subsequent interviews.

Previous experience (within last five years) preparing wetland analysis reports, maps showing the boundaries of wetlands and locations of vegetative communities within the wetland and buffer areas, and mitigation, restoration, or enhancement plans.Previous experience (within last five years) preparing wetland mitigation designs using state and federal mitigation guidelines.Previous experience (within last five years) preparing fish and wildlife reports including, habitat assessments, letters, reports, and studies.Previous experience (within last five years) preparing studies and reports such as feasibility studies, watershed planning, stream/lake management planning, climate change and resiliency studies; as well as floodplain management.Previous experience (within last five years) preparing documentation for and Compliance with the Endangered Species Act including Biological Assessments/Evaluations, Habitat Conservation Plans, Section 7 consultations, and Incidental Take permits.Previous experience (within last five years) preparing NEPA and/or SEPA documentation including Environmental Impact Statements, Environmental Assessments and Environmental Checklists. Title VI Compliance

Procurement Questions
All questions must be submitted within the County's eProcurement Portal, under the Questions and Answer Section not later than 4:30 pm on Wednesday, May 20, 2026. Bidders must be registered in the eProcurement Portal software in order to submit questions, receive addenda, notifications and ultimately submit a proposal.Proposals must be received by the Procurement & Contract Services and the Finance Department before 1:00 pm on Wednesday, June 3, 2026. The proposer is responsible for submission of proposal before the deadline. The County shall not be responsible for late submittals.

Cooperative Purchasing
The Washington State Interlocal Cooperation Act, Ch. 39.34 RCW, authorizes public agencies to cooperatively purchase goods and services if all parties agree. By responding to this RFQ, Consultants agree that other public agencies may purchase goods and services under this solicitation or contract at their own cost and without Pierce County incurring any financial or legal liability for such purchases. Pierce County agrees to allow other public agencies to purchase goods and services under this solicitation or contract, provided that Pierce County is not held financially or legally liable for purchases and that any public agency purchasing under such solicitation or contract file a copy of this invitation and such contract in accordance with RCW 39.34.040.

Expected Term of Resulting Agreement
The initial contract period is anticipated to be for 12 months The County has the option of renewing for an additional four years after initial contract is executed. The actual schedule will be negotiated with the selected firm based on consultant and agency staff availability and finalized scope of work.Estimated Resulting Contract: $1,000,000.00

Public Records and Proprietary Material
Proposals submitted under this Solicitation will be considered public documents and, with limited exceptions, will become public information and may be reviewed by appointment by anyone requesting to do so following the conclusion of the evaluation, negotiation, and award process. This process is concluded when a signed contract is completed between the Pierce County and the Proposer. If a firm considers any portion of its response to be protected under the law, the vendor shall clearly identify each such portion with words such as “CONFIDENTIAL,” “PROPRIETARY” or “TRADE SECRET” on each page for which the protection is sought. If a request is made for disclosure of such portion, Pierce County will notify the vendor of the request.
